The Olmsted Locks and Dam project, located on the Ohio River between Illinois and Kentucky, has taken 30 years and billion to complete.  But after three decades, the project is slated to be operational in October.The engineers and workers behind the development say the investment is worth it."The Ohio flows into the Mississippi 16 miles downriver from us, and then it's open passage all the way down to New Orleans and into the ocean,” explains Mick Awbreyk, the Army Corps of Engineers deputy chief for the Olmsted Division. “There is no locks and dams from the Olmsted to the ocean."He says the innovative details that went into the project are “phenomenal and truly world class.”Awbreyk will see the opening of the project, which began in 1988.So, why has it taken so long to complete?“The nature of the project; a lot of different things have led to the duration,” explains Awbreyk of the timeline. “One: it hasn't been fully funded until calendar 2013, fiscal years 2014 and that’s the nature of civil works projects."The dam crosses one of the busiest shipping lanes in the United States. Awbreyk says about 91 million tons of goods on average come through the area per year.“The equivalent of 25,000 semi-trucks worth of cargo passes through this site every year,” says Awbreyk. “You can imagine the wear and tear on the interstates and the highways that would have an extra 25,000 vehicles that will be on there per day."The project's price tag has grown to around billion. The House of Representatives on Thursday approved a two-week extension for a government funding deadline in an effort to avert a partial government shutdown this week but setting the stage for a partial one on December 21.The stop-gap measure, which the Senate is also expected to pass, pushes the deadline for when funding will expire for several government agencies from December 7 to December 21 -- setting up a showdown over spending just days before Christmas.Lawmakers came together to pass the funding extension after the death of George H.W. Bush. On Capitol Hill, much of the week has been dedicated to paying tribute to the former President who was lying in state in the US Capitol rotunda for several days.Congressional leaders in both parties have indicated they do not want a partial shutdown, but Democrats and Republicans remain at an impasse over President Donald Trump's demand for billion for his long-promised border wall and the issue continues to be the key sticking point in negotiations."It's getting late. It's not five minutes to midnight yet but it's getting towards the end of the month," Republican Sen. Richard Shelby, the chairman of the Senate Appropriations Committee said Wednesday.Asked how two additional weeks would help lawmakers reach an agreement over wall funding, Shelby replied, "I think you could do it in 15 minutes if you could reach some sort of resolution to it. The Pennsylvania Supreme court has ordered that the names of 11 priests accused of sexual abuse in a grand jury report remain permanently redacted.Pennsylvania Attorney General Josh Shapiro had requested that the priests' names be made public. The clergymen are among more than 300 "predator priests" accused of sexually abusing more than 1,000 child victims. The Philadelphia Police Department has released officer-worn body camera footage and 911 calls from an October shooting that led to the death of Walter Wallace, Jr.ABC News reports that the release maks the first time in the department's history that it has released body camera footage.Wallace was shot and killed by police on Oct. 26. Police at the time said they were responding to reports of a man with a weapon and that Wallace did not respond to orders to drop a knife he was holding.According to WPVI-TV, Philadelphia police received three 911 calls regarding the incident. The first came from a neighbor who reported that a fight next door. The other two calls came from family members, who asked for help in dealing with Wallace.Bodycam footage from the incident shows officers Wallace leaving a house and walking toward the street holding a knife. Police repeatedly yelled at Wallace to drop his knife and ask others in the area to back away.Despite repeated warnings to drop his weapon, the video shows Wallace circling a parked car and walking toward officers. Police fired 14 shots toward Wallace, though the department has not confirmed how many of those shots struck Wallace.Wallace was later transported to a local hospital where he was pronounced dead.According to WPVI, officers are the scene were not armed with less-lethal weapons, like stun guns. Police Commissioner Danielle Outlaw said Wednesday that the department has sought funding to equip more officers with stun guns.Wallace's death sparked a few days of protests in Philadelphia.
