DETROIT, Mich. -- The Detroit Police Department is responding to a video that shows an officer fatally shooting a dog in its own yard.Officers say it happened Aug. 3 on the east side of the Michigan city.The video shows the dog in a yard latching onto a police K-9's snout and not letting go. The officer then drew her weapon and shot the dog, which died from its injuries."It's unfortunate that it came to this. We do not like to see any animal hurt, especially these K-9 officers. They are truly dog lovers and champions for K-9s. But at this point, her dog was being severely injured and had no choice," Commander Darin Szilagy said.Detroit police did internally investigate and cleared the officer of any wrongdoing.That K-9 officer continues to be evaluated and treated for injuries. (KGTV) - Two people died in a crash Tuesday after a traffic stop by Immigration and Customs Enforcement agents in the city of Delano, near Bakersfield.The Delano Police Department arrived at the scene of the rollover just before 7 a.m. Officers found the SUV on its roof with two victims inside.Police said the SUV had been speeding when the driver went onto a dirt shoulder and lost control. The SUV flipped and stopped after it hit a power pole, according to police.The man and woman inside the SUV were pronounced dead at the scene.Delano officers determined ICE agents had pulled over the SUV before the crash. Agents got out of their vehicle but the SUV driver left the scene. The SUV crashed a short time later.There is no word on the identities of the victims or why they were pulled over. 824

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. DENVER — Convicted murderer Chris Watts has been moved from a Colorado prison to another prison out of state.Four sources confirm to KMGH's Jace Larson that Chris Watts was transferred from the Denver Reception and Diagnostic Center, where a new prison inmate goes after conviction, to an undisclosed facility out of state. Victims’ families -- who requested to be alerted -- have been notified, two of the four sources with knowledge of the movement told KMGH. Watts' current location has not been identified, except to victims' families, the source said.Watts pleaded guilty last month to killing his pregnant wife Shanann Watts and their two young daughters at their home in Frederick, Colorado in August. He was sentenced to three consecutive life terms without the possibility of parole.The Colorado Department of Corrections inmate locator shows Watts' location as the Denver Reception and Diagnostic Center, but this is no longer the case.The move occurred as part of an interstate compact where high-profile prisoners can be moved to another state’s system, or occasionally the federal prison system, for safety. Defense Secretary James Mattis is expected to sign deployment orders as soon as Thursday that could send 800 or more troops to the border with Mexico to help border patrol authorities stop a caravan of migrants from Central America moving through Mexico to enter the US, according to three administration officials.The officials tell CNN final details are being worked out including where the troops will come from and their specific tasks.The troops will not engage in lethal operations to stop the migrants. Instead they are expected to provide fencing, wall materials and other technical support at several key points along the border where it is believed the migrants may try to cross.The troops will also provide tents and medical care for border authorities in those areas. The troops retain the right of self-defense, but border patrol officers will still be the ones physically stopping illegal migration, the officials said. 941
