SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. Across San Diego County, small business owners hoped customers would make an effort to shop local during a time when they’re hurting.“A day like this could potentially be one of the most important days for a small business,” said Joey Flores, saying Chimera, an outdoor market for clothing, records and cacti in North Park, was taking extra precautions for small business Saturday to protect people from coronavirus.In Barrio Logan, sisters Marla and Abigail Mercado went to Casa Xovi, a local gift shop filled with items celebrating the Latino community.“Supporting our local business because we want, especially in Barrio Logan, we really want the history and the culture to stay here. So even if you’re only spending ten bucks here and there, that’s money that adds up,” they said.Casa Xavi owner Xochitl Villarreal said she’s seen more customers the weekend following Thanksgiving and hopes this continues. SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away."
