BEIJING, April 9 (Xinhua) -- Visiting U.S. Under Secretary of State Robert D. Hormats said here Friday he is very optimistic the United States and China could address problems in a constructive way.He made the remarks when delivering a speech at the China Institute of Contemporary International Relations. Hormats, who once served as a senior economics advisor to Dr. Henry Kissinger, has visited China many times.He hailed the U.S.-China relationship that has witnessed "remarkable development" since the two countries forged diplomatic ties.But that does not mean there are no differences or competition between the United States and China, he added.Still, when looking back, the differences the two countries have been resolved in a constructive way, he said.The two countries' leaders understand they need to get along, he said.Hormats has made the visit to China amid calls in the United States for China to let its currency, the yuan, appreciate in value against the dollar.He said the United States commends China for its efforts to undertake rebalancing in China, and "we think China had made great progress.""We do not regard the competition with China as a zero-sum game," Hormats said, adding that strong growth in China helps the United States.The U.S.-China relationship is extremely important, and the two countries have a great opportunity now to do things in their common interests, he said.At the upcoming Nuclear Security Summit in Washington, Chinese President Hu Jintao and U.S. President Barack Obama will meet while the second China-U.S. Strategic and Economic Dialogue will take place in May.Hormats also said the two countries need to enhance collaboration within the global architecture, and expand cooperation in areas such as clean energy, innovation and economic rebalancing.Hormats will also attend the annual meeting of the Boao Forum for Asia (BFA) in China's southernmost Hainan Province.

GENEVA, May 17 (Xinhua) -- The international community should have "a sense of urgency" in their efforts to realize the United Nations' Millennium Development Goals (MDGs), Chinese Minister of Health Chen Zhu said here on Monday."The deadline of the MDGs is only five years away, and we are facing huge challenges at this critical moment," Chen told the annual assembly of the World Health Organization (WHO)."The international community should have sense of mission and urgency to reach consensus, coordinate actions, and accelerate progress," Chen said.Addressing delegates from the WHO's 193 member states, Chen said that despite the unremitting efforts of the international community, "the MDG health indicators of women and children have been improving slowly and the situations are far from optimistic.""China holds that health of women and children constitutes an important element in a country's national basic health system and it reflects the social and economic development level," he stressed.Chen said the attainment of the MDGs would be "a historical milestone," and he urged governments to share this responsibility and "take stronger measures."One of the proposals the minister made at the conference was to improve the health of the people, particularly women and children."The ultimate goal of social and economic development is better life and brighter future for the people, and health is the basis of good life," he said.To improve the health of the people, countries need to build a strong and powerful health system so that they can provide comprehensive health services and tackle public health emergencies, according to the minister."All countries should attach importance to the building of such a system with articulated political commitments and substantial input," he said.Chen also highlighted the importance for controlling chronic and noncommunicable diseases, which "consume large quantities of health resources and afflict social and economic development.""To ensure sustainable health, social and economic development, the international community should conduct researches and take more effective countermeasures in its fight against such diseases, " he said.The minister also called on developed countries to increase their assistance to developing countries so that they can improve their health system and be more capable of dealing with health challenges."Health is an eternal theme of mankind, and the attainment of the MDGs is our common pursuit. China hopes that countries worldwide will stay closer and help each other to ward off disease threats and build our beautiful homes of health and harmony," Chen said.The World Health Assembly (WHA) is the WHO's supreme decision- making body. This year's five-day conference will discuss a wide variety of public health issues as well as administration and management matters.

BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building.The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country.The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects.In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline. All the law firms and certified accountant offices in China also have their own CPC branches installed.In a meeting of the Political Bureau of CPC Central Committee in March, the CPC leaders agreed that the campaign was of far-reaching significance for boosting the cause of China's modernization drive and Party building.CPC committees at all levels were urged to fulfill their commitments to the people, win public trust by bringing practical benefits to them and embrace innovation in Party building and contribute to the promotion of social harmony.
