LOS ANGELES (CNS) - As part of its stepped-up response to a surge in COVID-19 cases, California is tightening its requirements for face coverings, issuing revised rules that mandate everyone wear a mask at all times outside the home when within six feet of people from other households.The revised guidance issued Monday states that residents "must wear face coverings when they are outside the home," unless they are more than six feet away from other people.People who are outdoors but not close to anyone else do not have to wear a mask, but they must have one with them to put on in case they come within six feet of other people. The rules apply to anyone aged 2 or older, but exempt people with specific medical conditions and those who are hearing impaired or communicating with a hearing-impaired person.Other exemptions to the rule include:-- people in a car alone or with members of their own household-- people working alone in an office or room-- people who are "actively eating or drinking"-- workers who must wear respiratory protectionThe state has long called on residents to wear face coverings in public, particularly while in close contact with others. The new rules broaden previous guidance that provided recommendations on when people should wear masks.The state rule essentially mirrors the guidance in Los Angeles County, which says residents "should use a clean face covering anytime they will be in contact with other people who are not household members in public or private spaces." 1518

LOS ANGELES (CNS) - A storm system swollen with moisture from an atmospheric river will bring rain to Southern California Tuesday afternoon through Wednesday, prompting the National Weather Service to issue a flash flood watch for all burn areas in Los Angeles, Ventura and Santa Barbara counties. Across Ventura and Los Angeles counties, the heaviest rainfall is expected late Tuesday and Wednesday morning, affecting the Thomas, Hill, Woolsey, Stone, South, Creek and La Tuna burn scars, according to the NWS. Peak rainfall rates are expected to range between a half-inch and 0.80 inches per hour. There is the potential for isolated thunderstorms, which could produce higher hourly rates, forecasters said. The flash flood watch will be in effect from 6 p.m. Tuesday until 11 a.m. Wednesday. In addition, roadway flooding is likely, especially in low-lying areas, along with rock and mudslides on canyon roads and below steep terrain,'' according to the NWS. Los Angeles County officials warned residents in the Woolsey Fire burn area -- where even small amounts of rain may cause significant mud and debris flows -- to prepare for the possibility of evacuations, road closures and power outages. Residents were urged to identify two exit routes, make plans for pets and family members with special needs and pack an emergency kit with extra medication, important documents and warm clothing. Additional sheriff's deputies, firefighters and public works personnel will be on patrol in the area through Thursday morning, according to the county. The rain will turn to showers by Wednesday evening, then showery conditions will persist through Friday, according to the NWS. Dry weather is expected Saturday, and showers are possible Sunday through Monday. Rainfall totals across eastern Ventura and L.A. counties should be generally 0.75 to 1.5 inches in coastal and valley areas, and 1.5 to 3 inches in the foothills and mountains. Through Friday, rainfall for Orange County is expected to range from one-half to three-quarters of an inch near the coast to 1.5 to 2.5 inches in the mountains, with local amounts to around 3.5 inches. Be prepared for sudden gusty cross-winds.'' Snow levels will be high through Wednesday -- generally above 7,500 feet, then drop. LOS ANGELES (AP) — The touching black-and-white drama "Roma" that follows a domestic worker for a middle-class family in 1970s Mexico City won the Oscar for best foreign language film Sunday.Director Alfonso Cuaron's deeply personal film with dialogue in Spanish and Mixtec gave Mexico its long-sought statuette in the foreign film category.The Netflix-produced film was inspired by Cuaron's own youth. "Roma" won him the best director award and one for best cinematography.The story develops in the midst of the turmoil that rocked Mexico in the early 70s, including the student demonstrations that in 1971 led to a massacre by a group backed by authorities. Society is fraying and the women of the house seem to take the brunt as they try to keep the family of four children afloat.The film beat four other contenders that also told the stories of individuals and families facing tumultuous social and historical times.The other nominated films were Polish filmmaker Pawel Pawlikowski's 20th-century romance "Cold War;" German director Florian Henckel von Donnersmarck's artist biopic "Never Look Away;" Japanese filmmaker Hirokazu Kore-eda's's subtle family story "Shoplifters;" and "Capernaum," a powerful neo-realist drama about a Syrian child refugee from Lebanon's Nadine Labaki.The foreign film statue is not given to a specific individual, but to the nominating country. LONDON (AP) — A half-million people in the English city of Liverpool will be regularly tested for COVID-19 in Britain's first citywide trial of widespread, rapid testing that the government hopes will be a new weapon in combatting the pandemic.In a statement Tuesday, the government said that testing would begin later this week at sites throughout the city using various technologies, including new methods that can provide results in an hour or less.Everyone who lives or works in the city in northwestern England will be offered the test, regardless of whether they have symptoms.Through a partnership between Liverpool City Council, NHS Test, and Trace and Ministry of Defence, the government would provide the tests.The government said approximately 2,000 military personnel on Thursday would help plan the logistics and deliver tests."Anyone who tests positive, using either a lateral flow test or an existing swab test, must self-isolate along with their household immediately, and their contacts will be traced," officials stated in the press release.The government said anyone who tests – and contacts required to self-isolate – will be entitled to the £500 Test and Trace Support Payment.On Monday, 18,950 new confirmed cases of coronavirus were recorded in the UK, the BBC reported. 1301
