(AP) — Southern California authorities say 18 pounds (8 kilograms) of fentanyl have been seized in Orange County — enough of the synthetic opioid to create four million lethal doses.The Orange County Register reports the seizure last week yielded almost half the amount of fentanyl seized by authorities in the county during all of 2018 — a sign the drug is quickly growing into a substantial public threat.Sheriff's officials say investigators served a search warrant and arrested 60-year-old Rudolph Garcia on multiple drug charges. SEATTLE (AP) — Seattle's police chief says she will retire. The move was reported Monday, the same day the City Council approved reducing the department through layoffs and attrition. The cuts were supported by demonstrators who have marched in the city following the police killing of George Floyd in Minneapolis. The reductions were strongly opposed by the mayor and police chief. KING-TV reported that Seattle Police Chief Carmen Best, the city's first Black police chief, told the department of her decision in a letter, saying her retirement will be effective Sept. 2. “I am confident the department will make it through these difficult times,” Best said in the letter. “You truly are the best police department in the country, and please trust me when I say, the vast majority of people in Seattle support you and appreciate you. ... I look forward to seeing how this department moves forward through the process of re-envisioning public safety. SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise. SANTEE, Calif. (CNS) - Gov. Gavin Newsom signed into law a bill authored by Sen. Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens. SEATTLE (AP) — Prosecutors plan to decide on charges against the man who hit two protesters with his car while driving on a Seattle freeway that was closed for Black Lives Matter demonstrations. One of the protesters was killed. Police say Dawit Kelete hit two people at about 1:40 a.m. Saturday. Summer Taylor, a 24-year-old veterinary clinic worker, suffered critical injuries and died Saturday night. Diaz Love was hospitalized in serious condition. The King County prosecutor's office said it was reviewing investigation documents and would decide on charges by Wednesday afternoon. The driver is being held on a .2 million bail. 643
