SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. SAN DIEGO (KGTV) - The statistics for foster kids aging out of the system are grim. According to the National Foster Youth Institute, after reaching the age of 18, 20 percent of the children who were in foster care will become instantly homeless. And there's a less than a 3 percent chance for children who have aged out of foster care to earn a college degree at any point in their life.San Diego nonprofit Just in Time for Foster Youth (JIT) is doing its part to prevent young people here from becoming a statistic. "When you turn 18 a lot of times the foster parents say here is a few dollars and you're on your own, there's no one to help you out," said Ivan Chavez, who was in the foster system from age 7 to 17.Growing up, he didn't have many positive role models. "For me, I never went to high school, and I barely went to middle school."But his journey brought him to JIT, where he now works as a full-time employee. JIT's My First Home (MFH) program helps former foster youth furnish and move into their new living space, creating a foundation for stable housing.Once every month, youth participants involved in the program have the chance to shop at the MFH Distribution Center, providing participants housing essentials for free, such as furniture, electronics, linens, and appliances. "They come in through the front door they're like you have all this stuff, and it's for me? They feel special, you know?" said Chavez.Chavez went from once living on the streets to now pursuing a master's degree. "If I saw my 15-year-old self, I would say everything is going to be ok. You're going to grow up, and you're going to do good and hopefully change people's lives," said Chavez. SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. SAN DIEGO (KGTV) -- The San Diego County Medical Examiner's office released new details about the two victims, an 80-year-old man and his 9-year-old granddaughter, that were killed in a early Monday morning La Jolla house fire.Angie Keefe, her 11-year-old sister, and their father were spending the night at their grandfather's house Sunday. The girls and their grandfather were sleeping upstairs at the home on 548 Caminito La Paz, near La Jolla Parkway.The children's father told police he was "downstairs smoking by the fireplace while the decedent was asleep in his upstairs bedroom and his granddaughters were asleep in another upstairs bedroom," the county medical examiner's office said.The children's father told investigators that he poured kerosene on a t-shirt and burned it in the fireplace then fell asleep. The father said he was awoken at around 3:40 a.m. Monday when the fire spread to the living room. A neighbor called police five minutes later while the father tried putting out the fire.With the home engulfed in flames, he ran to the back of the house and yelled for the siblings to jump from the second floor. The older sister jumped into her father's arms but his 9 year-old daughter, who had autism and was non-verbal, remained in her bed.It took crews hours to put out the blaze which destroyed the home."Firemen located the remains of the decedent next to his bed and found his 9 year-old granddaughter in her bed, amongst the debris after the fire had been contained," the county medical examiner's office said. "They were both pronounced dead at the scene."The children's father suffered unspecified burn-related injuries and was taken to the hospital. The injured man's daughter accompanied him to the hospital, but there is no word on if she sustained any injuries.The county medical examiner's office said Robert Keefe and his granddaughter suffered "thermal injuries with inhalation of products of combustion." The office lists their manner of death an accident.The San Diego Police Department is handling the investigation. 2065
