OCEANSIDE, Calif. (KGTV) — A suspect has been arrested in the hit-and-run death of a 17-year-old girl in unincorporated Escondido on Saturday.Paul Anthony Lissona, 29, of Escondido, was arrested and charged with felony hit and run charges in connection with the death of a teenager early Saturday morning, according to California Highway Patrol.According to CHP, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. The teenager was standing outside a vehicle parked on the right shoulder talking with four friends. As three of the individuals, including the teen, crossed the road from east to west a vehicle speeding northbound hit the teen.The teen's friends and nearby residents tried to help her, but she died at the scene. She has not been identified.CHP said at about 2 a.m. Sunday, officers located a white Toyota Highlander matching the description of the vehicle involved in the collision. CHP added that "a conscientious person heard about the incident, observed the vehicle and contacted the CHP leading to the arrest."Additional charges are pending against Lissona, CHP said. 1120

OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. One California family narrowly survived two life-threatening situations less than 24 hours apart, but they just feel lucky to be alive.Carmen Edman described her harrowing escape from Malibu on November 8 as her family home was destroyed by wildfire."The fire was everywhere, " Carmen told CNN affiliate KCAL/KCBS.The frantic moments came just a day after her daughter, Deseriee, survived a deadly mass shooting at Borderline Bar and Grill in Thousand Oaks, when a gunman burst into the bar with a handgun on November 7. By the time the gunfire stopped, 12 people were dead."I was in panic mode since Wednesday night -- since that phone call -- and stress levels were off the charts," Carmen Edman said.The Edman family got to safety, but their Malibu home burned to the ground."Two-near death experiences that you just don't expect," Deseriee Edman said."I'm trying to stay as strong as possible for my family and friends, and I'm trying to look at everything as positively as possible even though it's pretty hard to do so in these type of situations," she told the affiliate.The Edmans credit Ventura County Sheriff's Sgt. Ron Helus with saving their family.Sgt. Helus was fatally shot when he responded to the call of a shooting at the Borderline Bar and Grill. ORLANDO, Fla. — Thousands of census takers are about to begin the most labor-intensive part of America’s once-a-decade headcount: visiting the 56 million households that have not yet responded to the 2020 questionnaire.The visits that start Thursday kick off a phase of the census that was supposed to begin in May before it was delayed by the coronavirus pandemic, which forced the Census Bureau to suspend field operations for a month and a half and to push back the completion of the census from July 31 to Oct. 31.Census takers will ask questions about who lives in a household and the residents’ race, sex and relations to each other. Because of the virus, they have been instructed to pose questions from outside and to decline invitations to come indoors. The workers will wear cloth face masks and come equipped with hand sanitizer, gloves, laptops and cellphones.The first visits will be focused on six locations — West Virginia, Idaho, Maine, Kansas City, New Orleans and the Oklahoma City area. Separate from the temporary census takers, Census Bureau staffers will also start visiting groceries and pharmacies this week in neighborhoods with low response rates to assist residents in filling out questionnaires.The door knocking will expand next week to parts of Connecticut, Indiana, Kansas, Pennsylvania, the Virginia suburbs of the District of Columbia and Tacoma, Washington.
