SAN FRANCISCO (AP) — California lawmakers will consider next year whether to decriminalize psychedelic drugs. The San Francisco Chronicle reports state Sen. Scott Wiener said Tuesday that he plans to introduce a bill decriminalizing possession of hallucinogenic mushrooms and other psychedelics. Oakland adopted a resolution last year decriminalizing certain natural psychedelics that come from plants and fungi. Oregon last week became the first state to legalize psychedelic mushrooms. Wiener said he was encouraged by those developments and is talking with experts about exactly what form his proposal should take. He said he was leaning toward Oregon’s supervised-use approach,. 690

SAN DIEGO (KGTV)- Proposed plans to restore the Mission Bay wetlands have been released by the group ReWild Mission Bay.Organizers say those plans would include moving a popular campsite in the area. The “Campland on the Bay” site would have to be relocated after 50 years.Neighbors who live near the area say the possible move is disappointing. “I was just telling my sister who is out of town this place is legendary. People come here all times of the year.”Managers at the campsite say they’ve extended their lease another five years but it could change depending on the project.Organizers of the expansion say the existing wetlands in Mission Bay may not be here in years to come.“The way it is now wetlands will be overtaken by sea level rise,” says Jim Peugh with the San Diego Audubon Society. “One has to plan ahead to make sure we have wetlands in the future.”Those plans would include giving tourists and locals easier access to the land. It will also give wildlife a larger nesting area.A statement from Campland on the Bay says in part:“We remain hopeful the City will continue to provide this amenity for local residents for another 50 years. The public does not have to choose between waterfront camping and wetlands – both uses can support one another as Campland has proven for the past half-century.”Organizers of the expansion says there is no exact timeline on when restoration will take place. SAN DIEGO - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.The Scripps Institution of Oceanography at UC San Diego is not affiliated with The E.W. Scripps Co., the parent company of this station. Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." In the past, blooms have lasted anywhere from a week to a month or more.San Diego's last red tide event in September 2013 lasted one week, while the previous one in October 2011 lasted a month, according to researchers. Previous ones have lasted even longer.Monday's event was captured from La Jolla to Encinitas. Scripps recommends viewing the marine event from a dark beach at least two hours after sunset, though visibility is not guaranteed.IS IT HARMFUL?...In some areas, a red tide can be toxic to local marine life. In California, the majority are not caused by species that produce toxins, such as domoic acid, according to researchers. However, it's still best to be cautious around the bloom.The Southern California Coastal Ocean Observing System at Scripps samples the water for potential harmful algal toxins weekly.Red tides are unpredictable events and do not always give off bioluminescence, Scripps said.BUT WHY IS IT RED?...The red coloration is due to the high number of organisms in the water. During the day, organisms will swim to the surface to soak in sunlight. Each cell contains a little sunscreen that gives off the color, according to Scripps.When these organisms gather at the surface for sunlight, they can create an especially intense red.Researchers say a combination of physical, chemical, and biological factors are the driving forces behind allowing red tides to form. 2586

(KGTV) - An open letter to the World Health Organization titled “It is Time to Address Airborne Transmission of COVID-19” is signed by 239 scientists from 32 different countries and highlights the importance of acknowledging and protecting the public against the possibility that coronavirus can be spread through the air. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. Some steps for public places include getting better ventilation and decreases crowds. At home, people can open doors and windows and also use air purifiers to help. 1618

Meanwhile, Microsoft's stock edged up by less than 1 percent to finish at 2.06, leaving the computer software maker's value at 4 billion.It marks the first time Amazon has held the top spot and ends Microsoft's brief return to the pinnacle after it surpassed Apple in late November .The repositioning has been triggered by mounting concerns that the Trump administration's trade war with China and rising interest rates will bog down the worldwide economy. If that were to happen, it's likely to slow the growth of companies in technology and other industries that generate a substantial chunk of their revenue outside the U.S.That's one reason most technology stocks are well off their peaks. Amazon, for instance, remains 21 percent below its high reached in September when the company's stock value stood above trillion. Apple was worth even more back then, but its stock has plunged by 37 percent since early October to erase about 0 billion of its market value.Apple confirmed some of investors' worst fears last week when it warned that disappointing demand for iPhones, especially in China, caused its revenue for its most recent quarter to fall well below the projections of its management and industry analysts. 1584
