SAN DIEGO (KGTV) - The Starlight Bowl in Balboa Park is facing a setback after thieves broke into the theater.According to San Diego Police, an unknown suspect or suspects forced their way into the building between Oct. 17 and 19. The thieves ransacked two separate, secured structures on the property.A number of high-end television production systems, autographed guitars, studio cameras, and other items were stolen. “The doors were physically broken down,” said Steve Stopper, founder of Save Starlight. “There’s been a lot of vandalism and theft and they had to have been here a long, long time.”Stopper said his foundation has been working for five years to bring life back to the theater that closed down in 2012. The City of San Diego has offered support to his organization.Repairs were being completed after a tree came crashing down on the Starlight Bowl months ago, lifting asphalt in the parking lot and crushing part of the building.“This is definitely kicking us back to almost a starting point again,” said Stopper.Security cameras and alarms were turned off as repairs to the building were underway.Stopper said the items stolen were worth well over ,000. Many, including the autographed guitars, were set to be auctioned off at a gala next year in an effort to raise money for the revitalization project.“We need someone to step up and help us,” said Stopper. “We need new options for the future. SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841

SAN DIEGO (KGTV) -- The San Diego Tunnel Task Force have released images showing what they say is a sophisticated drug smuggling tunnel that leads from Tijuana to a warehouse in Otay Mesa.Federal agents made the discovery Thursday, March 19, as part of an investigation into a transnational crime ring suspected of smuggling narcotics into the U.S. via a cross-border tunnel. The U.S. exit point was discovered subsequent to the execution of the warrant, the task force said.Agencies from the U.S. and Mexico located a 2,000-foot underground from a warehouse in Tijuana, Mexico to a warehouse in the Otay Mesa area of San Diego, according to the task force. The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway, according to authorities. Authorities estimate the tunnel to have been in existence for several months.The task force described it as having advanced construction including reinforced walls, ventilation, lighting, and an underground rail system. Authorities seized an estimated .6 million in mixed drugs including 1,300 pounds of cocaine, 86 pounds of methamphetamine, 17 pounds of heroin, 3,000 pounds of marijuana and more than two pounds of fentanyl.According to the task force, the seizure is the first time "in San Diego’s history where five different types of drugs were found inside a tunnel."The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway.“I’m proud of the excellent work performed by Homeland Security Investigations (HSI) agents, as well as U.S. Border Patrol and Drug Enforcement Administration agents as integrated partners of the San Diego Tunnel Task Force. County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "It's sustainable for a few months at time, but if you start talking about 12 to 18 months of this you're going to see hundreds and hundreds of restaurants and bars go out of business," said Steve Billings, owner of North Park's Original 40 Brewing Company. Ben Clevenger, President of the San Diego County chapter of the California Restaurant Association, says they are writing a letter asking local and state officials for a one-week extension in hopes the COVID-19 metrics improve.As for their members, he says it's up for each restaurant owner to decide what to do."We keep advising them to do safe social distancing, safe operation practices," Clevenger said. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening.If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008
