SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

San Diego’s median income can afford renters 552 square feet, according to a new report by Rent Café. The City of San Diego says the median income for a family of four is ,400. According to Data USA, the median household income in the South Bay city is slightly less than ,000. While 552 square feet may not seem like a ton of space, the median income in other California cities affords renters far less. According to the report, if you limit spending on rent to 30 percent of your income, you’d have to live in less than 350 square feet in both Los Angeles and Oakland. Gilbert, Arizona ranked highest on the list, where the median income has the buying power of a little more than 1,170 square feet. SAN DIEGO (KGTV) – A new interactive map produced by San Diego County officials shows the cities and communities hardest hit by the coronavirus.The county launched its COVID-19 case rate map on Thursday, and it uses a color tier system similar to the state’s “Blueprint for a Safer Economy” reopening plan.Users can look at case rates per 100,000 residents in specific areas or search by ZIP code.County Public Health Officer Dr. Wilma Wooten said, “Cities had previously requested the map to determine how they are faring during the pandemic. The map gives cities a clearer picture of how COVID-19 is impacting their residents and will help them determine whether to take more aggressive actions to enforce the public health guidance to slow the spread of the virus.”San Diego County tallied a record 661 coronavirus cases on Nov. 10. Purple tier-related restrictions take effect midnight on Saturday, Nov. 14.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. SAN DIEGO (KGTV) — A Kearny Mesa company that trains military and first responders at a local movie and TV studio is pivoting to help solve the county's homelessness crisis.Strategic Operations, located in the backlot of Stu Segall Productions television and movie studio, says it plans to begin building temporary housing for homeless families out of shipping containers.The studio lot is filled with shipping containers that have been converted into commercial, residential, and industrial settings to help military, first responders, and medical professionals train. Kit Lavell, Strategic Operations executive vice president, says that the same approach can be brought to constructing temporary housing, which they're calling "Strategic Habitats," and for less."Strategic Habitats are larger than hotel rooms, which recently have been converted to homeless housing, while our Strategic Habitats are priced 30 to 40 percent less than converted hotels or new construction," Lavell said in a release. "Additionally, Strategic Habitats are much quicker to complete over new construction and the units can easily be assembled in a variety of configurations and placed on parking lots or any open property."The 480-square-foot containers will be furnished with plumbing, air conditioning and heating, a double-burner stove, microwave, and refrigerator. Bedrooms will sleep two adults and two children and the housing units can be placed side-by-side or stacked. Lavell says several city officials have visited to tour the potential tool to address the region's homelessness.Ashley Bailey, senior press secretary and director of digital media with Mayor Kevin Faulconer's office, said in a statement that the idea is still in its early stages."The City is open to exploring all solutions that help create more housing stock and address homelessness. This idea is in its early stages, and would need to be vetted to ensure that the units are equipped with proper safety and habitability features, as well as the ongoing care that many individuals need.
