SAN DIEGO (KGTV) -  An ex-con who kidnapped a coach and a 16-year-old baseball player from a field in Kearny Mesa at gunpoint and made the man drive him to Ramona, where he carjacked a 79-year-old woman to make his getaway, was sentenced Friday to life in prison without the possibility of parole plus two other life terms.Ira Stringer, 48, was convicted last month of 13 felony charges, including kidnapping during a carjacking, kidnapping for extortion and assault with a firearm.Stringer has a long criminal history, including a 1997 conviction for a home-invasion armed robbery in Spring Valley in which he held a family overnight and threatened to kill them."You are the poster child for the three-strikes law," Judge Frederick Maguire told the defendant. "You've demonstrated that you're a danger to the community."Stringer was serving a 20-year sentence for robbery in Orange County when he was charged last year with abducting 27-year-old Dylan Graham and 16-year-old Jack Spencer from Hickman Field in Kearny Mesa, where Graham was giving the teenager a batting lesson on Dec. 23, 2015.Deputy District Attorney James Koerber said Stringer approached the victims holding a loaded .357 Magnum and demanded that he be driven to Ramona.Stringer told Graham that he had been in a gunfight and needed to get "far away," according to the prosecutor.During the 40-minute drive to Ramona, Stringer held the gun to Graham's head.Graham said he decided to do something, letting go of the steering wheel and jumping in the back seat in an attempt to get the gun away from Stringer.Graham said Stringer fired three shots, all barely missing him. The victim's car crashed, and was a total loss.Outside the car, Stringer acted like he was hurt and flagged down and carjacked 79-year-old Barbara Roulier and stole her car.Roulier, now 81, told Stringer she has forgiven him for what he did to her that day.Stringer robbed a convenience store in San Diego three days after the kidnapping and carjacking and a few hours after that, robbed a store in Orange County with a shotgun. 2083

SAN DIEGO (KGTV) — While many local events went on as planned this weekend, several conferences slated for San Diego have canceled or postponed due to coronavirus worries.So far, a handful of events have pulled back or canceled their plans:The 34th National Institute on White Collar Crime has canceled its planned March 11-13 conference at Marriott Marquis San Diego, citing coronavirus fears. On its website, organizers with the American Bar Association (ABA) said the decision to cancel was made "as a result of the large number of speakers and attendees who were compelled to cancel their participation due to travel restrictions put in place by employers." The institute will not be rescheduled, according to ABA. The organization said refunds are being processed to attendees, but any travel reservations made will have to be handled individually.Leaders of the Experimental Biology conference set to take place April 4-7 canceled the massive gathering over COVID-19 as well. The conference expected more than 12,000 attendees at the San Diego Convention Center.The 2020 CIE Summit business technology summit at Marriott Marquis San Diego has been rescheduled from March 18-20 to Aug. 12-14 "out of an abundance of caution," organizers say. Organizers with the Future of Individualized Medicine 2020, scheduled for March 12-13 at the Scripps Institution of Oceanography, also canceled their event "based on concern for the health of our registrants, speakers, exhibitors and staff."The convention center says in addition to the cancellation, some organizers have contacted them about postponing their events until later this year. SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking.It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest.But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car.Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away.For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty.Then at 2 p.m., detectives did a secondary search of the apartment complex.That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. SAN DIEGO (KGTV) -- While many of California's communities are starting to resemble ghost towns, some businesses are keeping busy, including here in San Diego.Ever since Governor Newsom issued a stay-at-home order this week, San Diego residents are restricting contact with the outside world. Some locals say they're concerned not having access to life's essentials, but others are discovering delivery apps and services to get them through self-isolation. Since the Stay-at-home Order, phones at the Eldahmy Wellness Pharmacy in La Jolla and Barrio Logan have not stopped ringing. It's because they have a pharmacist available 24/7, and they not offer free deliveries-- not just on prescriptions, but over-the-counter items as well. "We want to help people," Ahmed Eldahmy, Founder of Eldahmy Wellness Pharmacy, said. "It doesn't have to be a patient of ours. Anyone can call us, and we will deliver to you as long as you're in San Diego County. "Many San Diegans have started using delivery services like these for anything and everything. "We're really trying to stay in the house as much as possible," a Carmel Valley man told 10News.He has a wife and three young children. One of his daughters has Celiac Disease. She requires a special, gluten-free diet. He said he could not find anything on the shelves, so he searched online and found Instacart."I downloaded the app, and I placed the order, not knowing if it will be for filled or not, and that was Monday," he said. "They scheduled a delivery for Friday, and it worked out relatively well. We probably got 90% of the stuff we had ordered."For a small fee, a personal shopper went to Costco on his behalf. He said his experience couldn't have been better. "As he gets to something that is not available, he was messaging me saying 'Hey, would you like this as an alternative?'" he said. "Yea, I would've hugged the guy if I could!"He also online-ordered other goods from retailers shops ad wineries. Many he said are now offering discounts. "We had set up Daily Harvest for a weekly delivery so we have some things for my daughter, and I'm trying to support local businesses too, knowing that they are going to get hit hard," he said. "We had ordered some wine from Orfila Vineyards in Escondido. We also made an order from Seaside Market. We love their stuff and ordered some of the cracked tri-tips that arrived two days later."He said he plans to use these online and delivery apps until he gets the all-clear. They wear white coats and navigate empty roads. SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
