SAN DIEGO (KGTV) - A 55-year-old homeless man who was attacked with a skateboard while sleeping in North Park has died, San Diego Police said.Arthur Angulo was sleeping in alley in the 2800 block of El Cajon Boulevard  at around 4:30 a.m. Saturday when a man bashed him repeatedly with a skateboard, according to police.  Angulo suffered ``visible signs of major trauma to his upper body,'' San Diego police homicide Lt. Todd Griffin said.``The attack was unprovoked," officer Tony Martinez said over the weekend.RELATED: Sleeping homeless man attacked in North ParkAngulo was taken to Scripps Mercy Hospital, where medical staff determined he would not survive and placed him on life support, Griffin said.He was removed from life support Thursday "and died in the hospital as the result of his injuries,'" Griffin said.Police said the attacker is white, about six feet tall, and between 19 and 26 years old. SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A group of friends from Del Norte High School in 4S Ranch have turned their summer boredom into a way to help others.Andrew Zhang, Jerry Wu, Nick Genovese and Rishi Peddakama are 3D printing face shields and donating them to local hospitals."I guess we were all just kind of feeling like restless and we needed to do something during this like difficult time," Zhang says on why he and his friends decided to start making PPE from scratch.The boys have turned their summertime hobby into a new non-profit, Shield Our Health Heroes. Their website has a place for donations, and all of the money goes towards materials for more face shields.So far, they've raised enough money to donate 750 face shields to 10 local hospitals."We've been told multiple times that our shields fit better and are better quality than a lot of the shields that they're getting," says Genovese."I really think we are making an impact in our community," adds WU. "Our products are actually really helping these health care workers who need these."The four friends each brought their unique talents to the group effort. Andrew came up with the idea and has spearheaded the project. Rishi built the website and set up the donation PayPal account. Jerry does all of the social media and advertising. Nick contacts the hotels and sets up the deliveries."We try to make it hassle free for them," says Peddakama."We just really want to give back during this time," says Zhang. "And this helps make sure they're staying safe as well." 1529

  

SAN DIEGO (KGTV) - A group of San Diegans fighting for rent control is bringing their battle to city leaders this week.The group San Diego Tenants United is calling for city leaders to pass a rent control ordinance to curb the skyrocketing cost of living in San Diego.In a letter to San Diego's Smart Growth & Land Use Committee Chair Georgette Gomez, the group requested a new rent control ordinance and amendment to San Diego's Just Cause Eviction ordinance to prohibit landlords from increasing rents or displacing families.RELATED: San Diego group calling for rent controlThe group believes a permanent ordinance and amendment will slow the rate of increase in local rents and stifle the local housing crises."This can make real, effective changes that can truly fight displacement and gentrification," the letter to Gomez reads. "All the cities across California who have passed rent control have done so because they know that it's a crucial part of the solution to our housing crisis."Members of San Diego Tenants United plan to gather at San Diego City Council on Wednesday to protest and present their petition to leaders.RELATED: New numbers show exodus from San Diego County, CaliforniaRent control opponents also plan to be at the committee meeting. Members of the San Diego County Apartment Association say rent control would hurt the livelihoods of many landlords and property managers."Delivering units is what we really need to do, it's the only way we believe we can build ourselves out of this crisis," said Christian Davis, president of the association. SAN DIEGO (KGTV) -- A cheating scandal on a California State Board of Pharmacy exam has left 1,400 recent graduates unlicensed and unable to work, forcing some to deny job offers as their student loans become due.The board announced this week it invalidated all test scores on the California Practice Standards and Jurisprudence Examination for Pharmacists (CPJE) administered since July after it found evidence of "wide-scale subversion" of the exam.Board investigators determined more than 100 test questions were shared online. The CPJE is a critical step in the licensure process for new pharmacists."The board sincerely regrets that the actions of some are negatively impacting the lives of many," the board wrote in a statement posted Wednesday. "California consumers must have confidence that individuals passing a licensing exam have the requisite knowledge and skills to practice safely and competently."Some graduates working as interns in pharmacies while waiting for their license said they had lost their jobs over the licensing delay. Others said they had to turn down job offers."Our loans are increasing, we are all financially burdened as we can't find jobs until we take this exam," one test-taker wrote in an email to 10News. "People are very frustrated in the lack of communication from the board. We are being punished over other people's mistakes. We don't deserve this."The board is offering pharmacist applicants a chance to retake the test on November 16 and 17, and said it would "work diligently to expedite the results." That means applicants likely wouldn't be licensed and ready to work until December, leaving some who expected to begin working by late August in a financially stressful situation."Most people study for this exam for one to two months," said another test-taker. "The prospect of taking it again is daunting." 1864
