XIANYANG, Shaanxi, Oct. 5 (Xinhua) -- President Hu Jintao has written to the Tibet Nationalities Institute (TNI) to celebrate its 50th founding anniversary, which was the first institution of higher learning for ethnic Tibetans set up by the Central Government outside Tibet Autonomous Region.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, hailed the institute's "important contribution to the economic development and social progress" of Tibet, which has turned a great number of ethnic Tibetans into high-quality cadres and specialists.     Hu expressed the hope that the TNI would continuously improve its managerial level in teaching, play a better role as the training base for Tibetan cadres, and make greater contributions to improving the life of people of different ethnic groups in Tibet and promoting stability and unity in the region.     A ceremony was held on Sunday at the TNI in Xianyang City, Shaanxi Province, northwest China. Raidi, former vice-chairman of the Standing Committee of the National People's Congress, who is an ethnic Tibetan and a former leader of Tibet Autonomous Region, attended the celebration.

BEIJING, July 2 (Xinhua) -- China senior political advisors gathered here Wednesday, to learn about the country's economic situation and developments in the earthquake relief and reconstruction campaign.     Jia Qinglin, chairman of the CPPCC National Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, presided over the inaugural session of the second meeting of the Standing Committee of the 11th CPPCC National Committee.     Jia praised CPPCC members for their participation in the earthquake relief campaign.     The relief situation remained serious and the tasks were still very heavy, Jia said. The CPPCC was responsible and duty-bound to contribute to the relief and reconstruction work. Chinese President Hu Jintao Saturday night speaks at a meeting on rescue and relief work of the earthquake, expressing gratitudes to foreign countries and people who have offered aid since a major earthquake struck the country.Hu, also general secretary of the CPC Central Committee, made the remarks at a meeting on rescue and relief work after the 7.8-magnitude earthquake ravaged southwestern Sichuan Province Monday afternoon.     Hu also conveyed his greetings to the government officials and people in the disaster-hit areas, the People's Liberation Army (PLA), armed police, militia, reservists, public security staff, medical personnel, journalists and all people making "selfless devotions" to the quake-devastated areas.     More than 200 rescuers from Japan, Russia, the Republic of Korea (ROK) and Singapore are in Sichuan to help with the rescue and disaster relief work.     A 61-year-old woman was saved alive Saturday evening by Russian rescuers after being buried for up to 127 hours in the rubble, the first survivor found by foreign rescuers.     The earthquake, the worst in decades, had caused 28,881 deaths nationwide as of 2 p.m. Saturday. Many countries have offered help including making donations and sending rescue teams.     QUAKE RELIEF ATOP GOVERNMENT WORK AGENDA     In the meeting, Hu urged local governments at all levels and relevant central government departments to take quake relief as the most important and pressing issue in their work.     He called for unremitting efforts to search for and rescue the trapped people though more than five days had passed after the disaster.     "We should put people first and saving people's lives is still the top priority of the relief work," he said.     Troops, armed police, and public security personnel should reach villages and search every collapsed buildings to save the people, he said.     Hu also called for all-out efforts to save and cure injured survivors, urging to transfer them to hospitals with better conditions.     Hygiene measures in the quake-hit areas should be beefed up to prevent the spread of diseases, and more medical experts should be sent to these areas to help prevent and control possible epidemics, Hu said.     During the meeting, Hu expressed his concern for the people in the quake-devastated areas, calling for arrangements of supplies of daily necessities to meet people's demands.     Food, clothes, drinking water and temporary shelters must be ensured, he emphasized.     Hu also underscored social stability in quake hit areas, ordering officials to give considerate comfort and condolence to people to ensure a peaceful social environment.     "We must keep highly alert" against aftershocks and avoid further losses, he warned.     Hu also called for tightened monitoring and prevention measures on geological disasters such as landslides and mud-rock flows.     He said early planning is important for reconstruction as the country now faces a challenging task in this regard.     He also ordered early preparations and arrangements to deal with the issues of orphans, seniors and disabled.     The meeting was presided over by Vice Premier Hui Liangyu, who urged implementation of the overall quake-relief strategies of the central government.

BEIJING, Sept. 22 (Xinhua) -- China's chief quality supervisor Li Changjiang stepped down Monday afternoon with the approval of the State Council after tainted dairy products sickened tens of thousands of infants and killed three.     Wang Yong, former deputy secretary-general of the State Council, replaced him as the director of the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     Li was the highest ranking official brought down so far by the dairy product contamination scandal.     Across the country, about 13,000 babies remain in hospital after falling ill from melamine-tainted milk powder, and nearly 40,000 others were also sickened but had been cured, according to the Ministry of Health on Sunday.     Wu Xianguo, the Communist Party chief of Shijiazhuang City, the epicenter of the national dairy industry tremor in northern Hebei Province, was also sacked on Monday.     Before Wu, Mayor Ji Chuntang and Vice Mayor Zhang Fawang as well as three other responsible city officials were sacked after locally-based Sanlu Group became the first dairy producer under the spotlight in the scandal.     The latest government personnel reshuffle, together with the resignation of Shanxi governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump, sent a strong signal of the central government's resolution to hold relevant officials accountable for severe production and quality incidents, said professor Wang Wei of the National School of Administration.     "Such a system is especially crucial to the building of a service-oriented government as the public, impressed with the Olympic efficiency of the governments at various levels, expect officials to retain quick-response and effective," Wang said.     Under the Civil Servants Law effective as of 2005 and the State Council Regulations on the Punishment of Civil Servants of Administrative Organs enacted last April, heads of administrative organs who fail to fulfill their duties and cause avoidable severe accidents will face removal and severer punishment.     A State Council decision released on Monday defined the Sanlu milk powder issue as a "sever food safety incident".     Wu, who doubled as member of the Standing Committee of the Hebei Provincial Committee of the Communist Party of China, was removed for delaying the reporting of the issue to higher authorities and incompetence in the disposition.     Li resigned taking the blame for supervision default.     Professor Wang found Li's resignation "no wonder". "With tightened and more efficient supervision, pathogenic dairy products would find no way to get out of the production lines," he said.     A combined result from purposeful cover-up of the producer and supervision default, the contamination scandal didn't emerge until Autumn.     Wang Yuanping from Taishun City of Zhejiang reportedly lodged a complaint to Sanlu in May, suspecting that his 13-year-old daughter developed kidney stone after drinking its milk powder.

BEIJING, Oct. 11 (Xinhua) -- China's Ministry of Agriculture (MOA) on Saturday said it expects an increase in grain output for the fifth consecutive year.     The country has harvested nearly 80 percent of its autumn crops and expects 2008 to be a bumper year, the ministry stated.     The State Grain Information Center earlier estimated that this year's grain output would reach 511.5 million tons, up 10 million tons from 2007.
