VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

Video appears to show a person pulled into an unmarked minivan as NYPD officers keep protesters away from the vehicle in Manhattan on Tuesday night.Protesters were near East 25th Street and Second Avenue when several arrests were made, police said. It's not clear why the arrests were made.Only one person was shown being taken into the minivan. A man in an orange shirt with "Warrant Squad" written across the back got into the front passenger seat before the minivan drove off.That woman was taken into custody because she allegedly damaged police cameras during five separate incidents in and around City Hall Park, NYPD officials said. Police said the arresting officers were assaulted with rocks & bottles.The NYPD has been using unmarked vehicles for decades, a spokesman said."The Warrant Squad uses unmarked vehicles to effectively locate wanted suspects," the NYPD tweeted.New York City Council Speaker Corey Johnson called it "incredibly disturbing."Public Advocate Jumaane Williams said he was looking into it."Concerned about what we are seeing in this video," he tweeted.Lawmakers throughout the city called for answers. Councilman Carlos Menchaca told New Yorkers to keep recording police officers."This cannot be tolerated," he tweeted. "This is a terrifying display of unaccountable power. (KGTV) - President Trump's endorsement Thursday to raise the minimum purchase age for assault rifles from 18 to 21 is sparking local debate.Christa Farmer, 19, has been cleaning and taking care of guns since she was 11.  Farmer bought an AR-15 when she was 18, which she uses for shooting competitions.  It's a gun Farmer is comfortable with, and she says the purchase age should stay at 18."At 18, I knew how to properly disassemble, assemble, clean, and the proper safety rules," said Farmer.Anti-gun-violence advocates like Ron Marcus want such rifles banned nationwide, but say raising the purchase age is a good step.    "The maturity range between 18 and 21, there's a lot of room for growth.  To allow that maturation process before they buy a gun is a good idea," said Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Farmer counters with a different maturity argument.  She says she was 'mature enough' to enlist in the Army Reserve several years ago. "If we're old enough to enlist and carry these weapons, I believe we are mature and responsible enough to own them in our personal lives as well," said Farmer.Others say the two situations are different when it comes to owning AR-15s."In the military, you are subject to extreme discipline and oversight ... When they are off duty, a different story ... and they should be subject to civilian rules," said Marcus.Farmer doesn't agree with the reasoning because of the quality of the gun training in the military.As of last year, new sales of the AR-15 have been banned in the state.  Owners can still keep their old ones, but must register them with the state by June. 1727

VISTA (CNS) - A former speech therapist at Rancho Buena Vista High School, who allegedly threatened co-workers while working at the northern San Diego County campus, pleaded not guilty Tuesday to charges of burglary, making criminal threats and vandalism.Arturo Avina, 33, was taken into custody by a SWAT team last Friday morning in connection with a series of menacing messages he allegedly sent to co-workers. The victims began receiving the messages last month, according to sheriff's Sgt. Shane Watts.Authorities released no details on the nature of the purported threats and did not specify the number of alleged victims. However, no students were involved in the threats, according to Lisa Contreras, director of communications for Vista Unified School District.RELATED: Former speech therapist at Rancho Buena Vista High School arrested``At no time were there any students who were in danger,'' Contreras said. Avina, who faces three years and eight months in prison if convicted, worked for the school district from August 2017 until January of this year, Contreras said.He's being held in lieu of 0,000 bail and is due back in court March 20 for a readiness conference. 1190

VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
