SAN FRANCISCO, Jan. 12 (Xinhua) -- Microsoft on Thursday announced a patent licensing agreement with LG Electronics covering the South Korean manufacturer's tablets, smartphones and other consumer devices running Google's Android or Chrome operating system.In a press release, Microsoft said it marks the 11th deal with a device manufacturer leveraging Google's operating system platform, noting that "more than 70 percent of all Android smartphones in the U.S. are now receiving coverage under Microsoft 's patent portfolio."Terms of the deal were not disclosed. So far, Microsoft has struck major cross-licensing patent agreements with HTC, Samsung and Acer, among others.Last September, Microsoft announced a broad patent deal with Samsung. U.S. media reports cited South Korean media as saying that Microsoft had wanted Samsung to pay 10 to 15 U.S. dollars for each Android device.The booming mobile market has been harassed by acrimonious legal battles over patent infringement. Being an open source operating system, Google's Android has become a major target of patent suits.Microsoft has been going after companies that make phones and tablets running Android, rather than directly against Google. But the two tech giants are still engaged in public spats over the issue after Google's top legal officer posted a scathing blog last August accusing Microsoft and other companies of waging "a hostile, organized campaign against Android."Motorola Mobility, which Google announced to acquire in a 12.5 billion-dollar deal last August, currently is the last major Android device vendor that refuses to take a license from Microsoft.Frank Shaw, Microsoft's head of communications, used Twitter to taunt Google on Thursday, twitting "Hey Google -- we are the 70 percent" with a link to their press release.Brad Smith, Microsoft's executive vice president and general counsel, also tweeted "it's time to recognize that in patent world, lawsuits are the 1 percent; license agreements are the 99 percent. "Google so far has made no comments on the Microsoft-LG patent deal.

BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

MANILA, Dec. 18 (Xinhua) -- No Chinese national has so far been found dead in the flashfloods triggered by tropical storm Washi ( local name Sendong), a Chinese embassy official said on Sunday.When asked on possible casualties of Chinese nationals, an offical with the Cebu Consulate said they just contacted with relevant persons in disaster affected areas, and there is no report on the casualties of Chinese citizens. The Consulate still tried its best to get further information from other sources.The Philippine Red Cross said Sunday that the death toll from the tropical storm Washi in the Philippines rose to 497, with 162 others still missing.

  

WASHINGTON, Nov. 16 (Xinhua) -- Data from NASA's Galileo spacecraft have provided scientists evidence of what appears to be a body of liquid water, equal in volume to the North American Great Lakes, beneath the icy surface of Jupiter's moon, Europa, the U.S. space agency announced Wednesday.The data suggest there is significant exchange between Europa's icy shell and the ocean beneath. This information could bolster arguments that Europa's global subsurface ocean represents a potential habitat for life elsewhere in our solar system. The findings will be published Thursday in the scientific journal Nature.Europa, which is slightly smaller than Earth's moon, is believed to have a large ocean of salty water deep beneath its frozen crust. Galileo spacecraft, launched by the space shuttle Atlantis in 1989, studied Jupiter, which is the most massive planet in the solar system, and some of its many moons.Pictures of it sent back by Galileo point to a tortured surface of cracks and jumbled ice. Seeking to understand how such weird topography evolved in a place with such dim sunlight, scientists believe that the answer lies in similar processes on Earth.Their model suggests that Europa's ice shell is about 10 kilometers thick and within it are giant pockets of water, lying at depths as shallow as three kilometers. Warm water from these sub-surface lakes wells up in plumes, causing the ice to become brittle, crack and then collapse. The ice turnover would be a plus for the prospects for life, as it would transfer energy and nutrients between the sub-glacial lake and the surface."One opinion in the scientific community has been if the ice shell is thick, that's bad for biology. That might mean the surface isn't communicating with the underlying ocean," said Britney Schmidt, lead author of the paper and postdoctoral fellow at the Institute for Geophysics, University of Texas at Austin. " Now, we see evidence that it's a thick ice shell that can mix vigorously and new evidence for giant shallow lakes. That could make Europa and its ocean more habitable.""The data opens up some compelling possibilities," said Mary Voytek, director of NASA's Astrobiology Program. "However, scientists worldwide will want to take a close look at this analysis and review the data before we can fully appreciate the implication of these results."
