SAN DIEGO (KGTV) — A water hydrant break Friday flooded a stretch of Midway District road and swallowed a traffic signal.The break was reported on Midway Drive between Sports Arena Boulevard and Kemper Street, according to San Diego police. SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis.He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service.You can donate to the fundraising effort here. 1099

SAN DIEGO (KGTV) -- Advocates with the group Yes California aimed at splitting California Wednesday released a new plan that would establish the “autonomous Native American nation.”"The plan is to retrocede virtually all federally-owned properties in California back to its original occupants, the California Native Americans," part of a release reads. Earlier this year, advocates with the campaign began collecting signatures for the initiative.RELATED: 'Calexit' returns as advocates begin signature drive to succeed from U.S.The proposed initiative is the third Calexit proposal since the election of President Donald Trump. Previous efforts were all either withdrawn of failed to gather enough signatures.The latest proposal asks voters about secession in 2020. SAN DIEGO (KGTV) -- A UC San Diego fraternity was suspended as the school investigates multiple sexual assault allegations against some of its members. According to a report by The UCSD Guardian campus newspaper, at least four female students claimed they were sexually assaulted by members of the Sigma Chi fraternity in incidents over the course of the academic year. Details of the accusations came to light during sorority meetings last month, where chapter residents read written accounts from the alleged victims. An anonymous student who was at one of the meetings told the school newspaper that one woman claimed she was drugged at a Sigma Chi party when a fraternity member handed her a spiked drink that rendered her unconscious. SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886
