The judge presiding over the trial of four former Minneapolis police officers involved in the arrest that led to the death of George Floyd dropped a lower-level murder charge against the man who knelt on Floyd's neck, according to the Minneapolis Star Tribune and KMSP-TV in Minneapolis.Hennepin County District Judge Peter Cahill dismissed a third-degree murder charge against Derek Chauvin on Thursday. Video of the arrest showed Chauvin kneeling on Floyd's death for nearly nine minutes. Floyd was pronounced dead hours later.Chauvin was initially charged with third-degree murder, but Minnesota Attorney General Keith Ellison later added a charge of second-degree murder. The parents of Otto Warmbier are suing North Korea in a 22-page complaint filed Thursday in federal court in Washington.Warmbier was a college student from Wyoming, Ohio, who was jailed in North Korea and died shortly after he was returned to the United States in a coma.In the document, Fred and Cindy Warmbier accuse Kim Jong Un's "criminal" regime of brutally torturing and murdering the 22-year-old during his 17-month-long captivity from Jan. 2, 2016, through June 13, 2017.“Otto was taken hostage, kept as a prisoner for political purposes, used as a pawn and singled out for exceptionally harsh and brutal treatment by Kim Jong Un. Kim and his regime have portrayed themselves as innocent, while they intentionally destroyed our son’s life. The National Hurricane Center has issued a hurricane watch for sections of the Gulf Coast as Louisiana and Texas prepares for a second tropical system this week.Tropical Storm Laura, which had top winds of 65 MPH as of 11 p.m. ET Monday, is expected to turn into the Gulf of Mexico and strengthen into a hurricane. The potential hurricane is expected to hit either the Texas or Louisiana coast late Wednesday.A hurricane watch is in effect from Port Bolivar, Texas, to west of Morgan City, Louisiana. A tropical storm watch is in effect from south of Port Bolivar, Texas, to San Luis Pass, Texas, and from Morgan City, Louisiana to the Mouth of the Mississippi River.As of Monday morning, Laura was dumping heavy rain on both Cuba and Jamaica. According to the National Hurricane Center, the storms could cause mudslides and urban flash floods on the islands.Laura has already caused the deaths of at least 11 people in the Dominican Republic and Haiti, while knocking out power and causing flooding Sunday.Meanwhile, Tropical Depression Marco, made landfall along the Louisiana coast Monday evening, according to the National Hurricane Center, as a minimal tropical storm. It weakened from hurricane all the way to a depression on Monday. All tropical storm warnings have been dropped in associated with Marco.Marco was recording maximum sustained winds of 35 mph as of late Monday evening. The next few weeks mark the beginning of serious financial uncertainty for millions of people, because a slew of debt, from income tax payments to several months of rent, are going to be due at the same time. “It is going to be a perfect storm of financial difficulty for many, many people,” said Andrea Bopp Stark, an attorney at the National Consumer Law Center (NCLC).The center recommends three steps for anyone that finds themselves in a financially difficult situation regarding debt.Step one: create a list of priority bills and debt to pay off. “People are going to be barraged with debt collectors calling and trying to get them to pay on a medical debt or a credit card debt, but those debts are less important,” said Stark. “Pay debts that if you didn’t pay them it would cause immediate harm to your family.”Those are things like your rent and a car payment, especially if you need your car to go to work.“If you have a judgment against you, a court judgment against you for a debt, it is important to try and make a payment plan to pay that because creditor could issue a garnishment against your wages,” Stark added. Step two: contact your lender to make a payment plan on those priority debts.“We are seeing data come in that there are people who are delinquent and don’t have a forbearance agreement when they could very easily be in a forbearance agreement,” Stark added. “I know wait times on the phone are horrible right now, but you have to be persistent and get through and find out what help is available.”Data collected by the U.S. Census shows that delinquency rates are higher in communities of color.“It is mostly Black and Latinx borrowers who are not getting these forbearance agreements,” said Stark. “Whether they don’t know about it or nobody is reaching out to them to let them know this is available, we don’t know why but that is a population that is going to be disparately impacted and has already been disparately impacted by this whole crisis.”Step three: find a way to stick to your prioritized debt list. “It may sound obvious but if you have it on paper and you have created a budget, stick that to the refrigerator or wherever, then you know these are the priority spending items,” said Stark. “If your son or daughter say, ‘Oh, I want this or that,' ‘no, look at the fridge these are our priority spending items, sorry.’” Because every situation may not be solved in three steps, the NCLC has now made its in-depth guide to Surviving Debt available for free.
