Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. That's the message that I have for the community. If we come together with your voice, no matter what opinion that may be, you can make a difference," says Soriano. 1556

SAN DIEGO (KGTV) — As the world waits for a vaccine against the coronavirus, two San Diego biotechs are teaming up to develop a nasal spray using designer antibodies cloned from COVID-19 survivors.About 70 companies worldwide are working on therapies for COVID-19 using cloned antibodies, according to an estimate by the International AIDS Vaccine Initiative. A few of these treatments, known officially as monoclonal antibody therapies, have advanced to clinical trials.Most require an injection, but San Diego-based Diomics and its partner Active Motif, based in Carlsbad, are developing a once-a-day spray that could be easily self-administered.Early research suggests the coronavirus primarily enters the body through the nose. The spray, called Dioguard, is designed to coat the lining of the nasal cavity with cloned antibodies that are held in place for 24 hours or more using a proprietary polymer material developed by Diomics.Diomics CEO Anthony Zolezzi said he believes the spray “holds the key to allowing many aspects of life to resume until the day comes when there’s an effective vaccine in widespread use.”Diomics is also developing two tests for COVID-19 antibodies using its polymer beads, including a device that looks like a nicotine patch that is designed to monitor for infections for a week or more.RELATED: How a dot on your forearm could be the future sign of COVID immunityActive Motif is providing the cloned antibodies for the nasal spray. With a lab in Shanghai and other relationships in China, the Carlsbad company was able to clone antibodies from 11 Chinese survivors in February, before the World Health Organization declared a pandemic.When the company started the cloning project, they thought the virus would probably disappear in three to six months, said Active Motif CEO Ted DeFrank. “Then people started realizing, no this is going to be with us for a while.”The plasma from the 11 Chinese patients contained thousands of antibodies, and scientists with Active Motif set about selecting the one that was most effective, dubbed 414-1. The company says it can neutralize SARS-CoV-2 virus particles with 98 percent effectiveness.Monoclonal antibodies have some similarities to convalescent plasma, which is a complex cocktail of antibodies and other immune molecules drawn from the blood of recovered patients. One of the key differences is that cloned antibodies can be mass produced in a lab.Cloned antibodies have been used in treatments for more than 30 years, primarily for cancer. One such treatment famously helped former U.S. President Jimmy Carter beat melanoma.But of the more than 100 monoclonal antibody therapies licensed for use, only seven are for communicable diseases, according to IAVI.Historically, the treatments have been expensive and difficult to produce, but Diomics said it’s targeting a price of about a spray for Dioguard, roughly per bottle.“We do not want to have huge profits from a pandemic, that’s just wrong,” Zolezzi said. “We’re going to price this as effectively as we can for the masses. We want to get this out to the masses.”Animal testing is about to begin and the companies said they hope to progress to human trials soon. Their goal is to release the spray in early 2021, when a vaccine may be on the market but not yet widely available.If the spray works, it could be adapted to other viruses to help fight future pandemics, Zolezzi said."That’s our real goal," Zolezzi said. SAN DIEGO (KGTV) — Business associations in North Park and Normal Heights are pushing back against a plan organizers say could bring more customers to their parts of town.Leaders from both business improvement districts are expressing coronavirus-related concerns over a scavenger hunt the city and the San Diego County Bicycle Coalition are planning beginning Aug. 12 and lasting two weeks. "It's unpredictable, especially in this environment, when you're going to invite people to get out of their house for the first time," said Scott Kessler, who leads the Adams Avenue Business Association. "We just don't know what to expect."Organizers say the event is all about social distancing. Participants download an app called Scavify, which they use to do things like find landmarks or answer trivia questions. Local businesses decide how much they want to be involved. "Most of this engagement is done outside, socially distanced, and it's just about highlighting businesses and community organizations," said Sylvie Froncek, program director at the Bike Coalition. But the business organizations say they are concerned about a lack of organization and late notice. "We welcome shoppers, diners and people in need of essential services but we do not support any gatherings that cannot be managed or overseen for safety protocols. Bike events have traditionally brought great benefit to North Park because of the number of people who see them as a way to connect with friends while enjoying outdoor activity," Angela Landsberg, who directs the North Park Main Street Association, said in a statement. "Unless these events can be managed to ensure proper safety for our community at this time we believe they could do more harm than good."Others say that fear is unfounded. SAN DIEGO (KGTV) -- As apprehensions rise to new levels, U.S. Customs and Border Protection says the U.S.-Mexico border has reached a breaking point.At the San Diego sector alone, the apprehension of unaccompanied minors rose by 80 percent from fiscal year 2018 to fiscal year 2019. Most of the minors made their way to the U.S. from Guatemala and Honduras. The number of families detained in San Diego saw the largest increase. That figure rose sharply to 8,217 so far in fiscal year 2019, an increase of nearly 700 percent. Most families also came from Guatemala and Honduras. The agency says it’s also facing more large groups. So far this fiscal year, CBP reports 70 large groups of 100 or more compared to just 13 large groups in 2018. Border Patrol Chief Brian Hastings said during Tuesday's news conference that they've seen about 2,400 fraudulent family claims from April last year to February, with some migrants falsely claiming they are under 18-years-old or saying they are family members when in reality, they are not.
