Issues of race relations has become a major campaign issue in this year’s presidential election, with the issue getting pushed to the forefront following the Memorial Day death of George Floyd while in Minneapolis police custody.During Thursday’s presidential debate, President Donald Trump declared himself the “least racist person in this room” after he decried the Black Lives Matter movement.“The first time I ever heard of Black Lives Matter, they were chanting ‘pigs in a blanket,’ talking about police,” Trump said. “‘Pigs in a blanket, fry them like bacon.’ I said that is a horrible thing. And they were marching down the street. And that was my first glimpse of the black lives matter. I thought it was a terrible thing.“As far as my relationships with all people, I think I have great relationships with all people. I am the least racist person in this room.”Both Trump and former Vice President Joe Biden had a spirited exchange about Biden’s record on race relations. Trump confronted Biden for his support of the Crime Bill in the 1990s while a US Senator.“I said not since Abraham Lincoln has anybody done what I've done for the Black community,” Trump said. “You have done nothing other than the crime bill which put tens of thousands of black men, mostly, in jail.”While there are sections of the bill Biden continues to back, including an assault weapons ban and the Violence Against Women Act, Biden has shied away from backing mandatory minimum sentences for drug crimes.“It was a mistake,” Biden said. “I've been trying to change particularly the portion on cocaine. That is why I've been arguing that we should not send anyone to jail for a pure drug offense. They should be going into treatment.”During the discussion on race, Biden attempted to make a personal appeal to Black voters.“I never had to tell my daughter, if she's pulled over, make sure she puts both hands on top of the wheel and don't reach for the glove box, because someone may shoot you,” Biden said. “But a Black parent, no matter how wealthy or how poor they are, has to teach their child, when you are walking down the street, don't have a hood on, make sure that if you get pulled over, yes sir, no sir, hands on top of the wheel, because you are the victim whether you are a person making 0,000 a year or someone who is on food stamps. The fact of the matter is, there is institutional racism in America.”While Trump has previously said that he does not believe there is institutional racism in America, he said that no one has done more for Black Americans in recent history.“Nobody has done more for the Black community than Donald Trump,” he said. “If you look, with the exception of Abraham Lincoln, possible exception, nobody has done what I've done. Criminal justice reform, Obama and Joe didn't do it. I don't even think they tried. They might have wanted to do it, but if you had to see the arms I had to twist to get that done, it was not a pretty picture, and everybody knows it, including some very liberal people that cried in my office -- two weeks later they are out saying, we have to defeat him.” 3120

It is a county-approved program that is supposed to help you pay for energy efficient home improvements, but some homeowners blame the program for big tax increases they cannot pay. At least three homeowners who received financing through the PACE (Property Assessed Clean Energy) program say they were misled. The PACE program allows you to pay for home improvements, like solar panels, through your property taxes.  Maria Silva said her Del Cerro home is her life. “It’s very important… it’s my home for 28 years,” Silva said.  It is a home she is in danger of losing. Silva said it started with a man coming to her doorstep about two years ago. Silva said he offered a deal on home improvement projects like double pane windows.  At first, she said no. However, she said the salesman was persistent. For Silva, it was more than a money problem.  She is legally blind. She wanted to wait for her son.  “He told me well, this promotion ends,” Silva said of the salesman.  She said she told the man she was visually impaired, but he told her not to worry and he “was going to read everything for [her].” She did not want to miss out on what she thought was a good deal. At the time, Silva said she was told she would be paying no more than ,000 a year. Silva said she understood the payment would be going on her property tax, but when she got the bill, it showed an increase of more than ,000 this year.  “It seems very predatory,” said her son, Allan Silva.  On top of that, Allan Silva says the company who upgraded their air conditioning unit never removed the old one like promised. “It kind of seems like some shady things happened to my mom,” Allan Silva said. Carolyn Reilly with Elder Law and Advocacy has heard of deception with this program.  “They're telling them it's a free product, it's a free government program,” Reilly said. Reilly said loans are approved for seniors on fixed incomes who cannot afford them and she’s handling many cases from the elderly who say financing was not explained.  “They're desperate because at some point, it's going to lead to foreclosure for them,” Reilly said. One Poway woman, who did not want to use her name, said she wound up with a ,000 bill added to her taxes. She said A1 Solar sold she and her husband on solar panels, but she had no idea a lien would be placed on her home in addition to increased taxes. She also alleges that her husband was not the one who signed the documents. “I was not happy with the salesman coming in and going to the computer and signing Jim's name to the documents. I don't think Jim fully understood what was happening,” she said. Her husband, Jim, is dealing with numerous medical issues. Michele Glen is their caretaker and also signed on with A1 Solar. Team 10 examined the contracts, which say the amount would be added to the homeowner’s property tax. However, Glen said the salesman “rushed [them] through it.” “He says, everything is fine,” Glen said.  Team 10 called the salesman they say went to their home. He said he had nothing to do with A1 Solar and hung up before Team 10 could ask any more questions. According to the Contractors State License Board, A1 Solar’s license was suspended for multiple complaints, including misrepresentation to obtain a contract. A lawyer who worked for the company says A1 Solar is now out of business. San Diego County Supervisor Dianne Jacob said the PACE program has generated about 0 million in projects and has created thousands of jobs. She has received a few complaints, but believes overall, the program is working. “Frankly, if there are bad apples in the barrel, you need to get them out of the barrels,” Jacob said. She told Team 10 the county will continue with the PACE program because overall it has “been very helpful to a lot of people.” Experts at the Approved Home Pros, a contractor’s association, say the PACE program can be a good fit for some homeowners, but it is important to be educated before committing to it.  Recently, Governor Brown signed legislation that aims to provide more oversight and strengthen consumer protections with the PACE program.     4297

Isolation and loneliness are symptoms of the pandemic that could only worsen by the winter months.Experts are worried about the winter and "SILOS," which stands for single individuals left out of social circles.“Actually, what I saw was that family circles tightened very quickly. And they didn't. The normal friendships with people who weren't in those family pods were being excluded,” said Leni de Mik, a retired psychologist.“I was telling her about, you know, I worry about my clients being isolated anyway as cancer patients, and the COVID was really impacting them,” said Brenda Hartman, a psychologist.The women are both single and are encouraging others to form their own pandemic bubbles, just like they did.They've written six articles on isolation, how to form a bubble and how you can have human connections.The women worry issues like anxiety, depression and PTSD could intensify with people spending time indoors.“We're really trying to head off profound mental illness or very strong clinical depression, where people need to be hospitalized,” said Hartman.The women say to meet with your COVID bubble regularly, even if its virtual, find people with shared interests, and make sure you talk about goals and safety expectations.“I have another book club that don't, they're not reading the same book. They're all talking about the book that they're reading, which is different. And so, people are being very creative about what they are doing,” said Hartman.“What we do here. And now for each other or what we refuse to do or are too afraid to do, that becomes part of our legacy, it becomes who we are as human beings,” said de Mik.Even foreign governments have encouraged people to form support bubbles.Both women agree community support and helping each other are keys to surviving the mental impact of the pandemic. 1843

In what proved to be the most deadly week of the pandemic so far, the U.S. averaged more than 2,000 reported deaths a day from COVID-19 between Nov. 29 and Dec. 6.According to the COVID Tracking Project, the U.S. saw an average of 2,171 reported deaths every single day for the last week. Three of those days — Dec. 2 through Dec. 4 — the U.S. reported more than 2,500 deaths per day.The 7-day rolling average of 2,171 reported deaths a day is now the highest it has ever been since the start of the pandemic, even dating back to April when Americans were dying as a result of the uncontrolled spread of the virus.And while last week was bleak, all indications are that deaths will continue to rise in the weeks to come. The rate of infection in the U.S. exploded last week, jumping from an already-high 158,000 new cases a day to about 192,000 a day. That number is expected to continue climbing in the days ahead, as test results from those who contracted the virus at Thanksgiving gatherings continue to be processed. The increased spread of infections comes at a concerning time, as a record 101,000 Americans are already in the hospital with COVID-19. Because virus hospitalizations typically lag behind confirmed infections, health experts worry that many more Americans will need to be hospitalized at a time when bed space is dwindling.For instance, hospitals in Southern California currently have only about 15% of ICU bed space available. INDIANAPOLIS -- A second threat was made to Noblesville High School in addition to the active shooter at Noblesville West Middle School, police confirmed Friday.Noblesville Police Chief Kevin Jowitt confirmed the threat to the high school at an 11 a.m. press conference on the situation at the middle school.MAIN STORY | Two shot at Noblesville West Middle School“We’re also aware of a secondary threat that has been made to Noblesville High School," Jowitt said. "We have multiple officers and a command post established at Noblesville High School there who are diligently ensuring the safety of students and staff there. We have not received any information that this has been anything other than a communicated threat."Two people, a teacher and a student, were shot by an unidentified shooter early Friday morning at Noblesville West Middle School. As of 11:30 a.m., police said they had the suspected shooter, a student at the school, in custody.The adult victim of that shooting was transported to IU Methodist Hospital in Indianapolis. The juvenile was taken to Riley Hospital for Children.
