SAN DIEGO (CNS) - Police sought public help Tuesday to identify a pair of suspects who robbed two San Diego State University Students at gunpoint just blocks from campus.The students were walking about 1:35 a.m. Monday at Campanile Drive and Dorothy Drive when two men approached and demanded their belongings, according to the SDSU Police Department. One of the suspects was armed with a handgun.The victims complied with the demands and were not injured, according to police, who said the suspects fled in a white, four-door car heading north on Campanile Drive toward Montezuma Road.Both suspects were described as roughly 170-pound black men, one about 5- foot-7 and the other about 5-foot-10. They both wore dark hooded sweatshirts, saggy pants and sneakers.The San Diego Police Department is investigating the robbery, but university police released information as part of a community safety notification.Anyone with information about the crime was asked to call the SDPD at (619) 531-2000. SAN DIEGO (CNS) - SeaWorld San Diego announced Friday that it reached a milestone in the construction of its ``dive'' roller coaster by installing the ride's highest section of track 153 feet above ground. The ``topping-out'' ceremony included a crane placing an American flag at the ride's highest section. The ride, slated to open next summer, is being built adjacent to the Journey to Atlantis attraction, on what had previously been a parking lot. Construction on the ride, advertised as the tallest, fastest and longest such coaster in the state, began in August. The park originally announced the ride in January with the name ``Mako'' after the endangered shark species, which is considered the fastest shark in the world. Park officials announced its new name, Emperor, last month, saying it would reflect the ability of emperor penguins to dive to depths of 1,800 feet in the waters of their native Antarctica. After the 153-foot climb, Emperor will plunge back down 143 feet while reaching speeds of more than 60 mph, according to SeaWorld. The ride will include nearly 2,500 feet of track, ``floorless'' cars that will hold 18 riders in three six-person rows and penguin conservation and awareness elements through a partnership with Penguins International. The ride is being built by Swiss roller coaster manufacturer Bolliger & Mabillard Consulting Engineers. The company has built four other roller coasters for SeaWorld since 1997, one in San Antonio and the other three at SeaWorld Orlando. 1518

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station.The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement.The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first.The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities.When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year.The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925

  

SAN DIEGO (CNS) - San Diego County public health officials have reported 381 new COVID-19 cases and three new fatalities, raising the region's total to 56,750 cases and 891 deaths.Of the 12,879 tests reported Saturday, 3% returned positive with 239 people hospitalized. No new community outbreaks were reported.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county avoided the state's purple tier, the most restrictive, for yet another week on Tuesday, remaining in the less restrictive "red" tier of the state's four- tiered coronavirus monitoring system.The county's adjusted case rate dropped to 6.5 new daily COVID-19 cases per 100,000 population.According to the California Department of Public Health, the county's unadjusted case rate is 7.4 per 100,000 -- enough to be in the purple tier, which has a floor of 7 per 100,000. However, the high volume of tests the county is able to perform daily allows for an adjustment from the state. This adjustment has kept the county in the red tier for several weeks, saving it from having to shut down nearly all nonessential indoor businesses.The state data, updated every Tuesday, reflects the previous week's case data to determine where counties stand in the state's four-tiered reopening system.San Diego County did show modest improvement, dropping 0.4 from last week's unadjusted case rate of 7.8. The testing positivity rate continued an upward trend, rising 0.2% from last week to reach 3.5%, but remains low enough for this metric to remain in the orange tier. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.5% to 5.1% and entered the orange tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.All students at San Diego State University remain under a stay-at-home advisory. The advisory began at 6 p.m. Friday and will run through Monday at 6 a.m. University officials said the move was made to discourage students from participating in Halloween events in which physical distancing cannot be done. Students are advised to stay home unless they have an essential need.The Escondido Union School District reported two positive cases Thursday at Mission Middle School.District officials were notified of the positive tests on Tuesday, and said the cases were separate.The new cases prompted district officials to advise 25 students, five teachers and three classroom aides to begin a 14-day quarantine.The Vista Unified School District reported four COVID-19 cases Monday, including two Mission Vista High School students, one Roosevelt Middle School student and one Alamosa Park Elementary School student.On Tuesday, the district confirmed two additional cases -- one at Mission Meadows Elementary School and one at Alamosa Park Elementary School.According to the district's COVID-19 safety dashboard, it has recorded 13 cases since Sept. 8, with nine of those coming after Oct. 20.The VUSD Board voted Tuesday to shut down at least one campus for two weeks starting Thursday as a result of the rising cases. At least 400 students and nearly two dozen staff members have been ordered to quarantine.Mission Vista High School moved to distance learning for at least two weeks starting Thursday, while Alta Vista High School and Roosevelt Middle School also face potential closures. 3642

  

SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced today that the city will use a 5,850 grant to fund a team of specialized prosecutors to handle cases involving drug-impaired drivers.The City Attorney's Office will use the renewed Drug DUI Prosecution Grant to handle cases of both drug-impaired and drug/alcohol-impaired driving, from arrest through conviction and sentencing. The state Office of Traffic Safety administers the grant from the National Highway Traffic Safety Administration."Driving under the influence of drugs can have devastating effects on San Diego drivers and their families," Elliott said. "Our city continues to see DUI cases involving the misuse of prescription drugs, marijuana and illegal drugs, often in combination with alcohol. This grant allows our highly specialized prosecution team to work closely with law enforcement to hold accountable those who endanger our community."Specialized prosecutors working under the previous grant from Oct. 1, 2017, to Sept. 30 of this year filed 228 misdemeanor cases of drug-impaired and drug/alcohol-impaired driving while the City Attorney's Office filed a total of 3,110 impaired driving cases during that time. The office has received grant funding for drug DUI prosecutions since the fall of 2014.Officials warn that use of prescription drugs and/or marijuana, especially in conjunction with alcohol use, can lead to a DUI arrest and conviction. San Diego County saw a total of 90 deaths and 2,364 serious injuries due to DUI crashes in 2015."Driving under the influence is a crime that will not be tolerated," said Office of Traffic Safety Director Rhonda Craft. "Funding the prosecution of individuals who put lives at risk is one of many ways we are working to educate the public on the dangers and consequences of driving under the influence." 1848
