(KGTV) - Organizers of the Imperial Beach Sun and Sea Festival say they're ready to go this year, despite a recent sewage spill from Tijuana."It's always on my mind," says Co-Chair Shirley Nakawatase. "I think it's an ongoing situation that we have at the beach."Nakawatase says the spill shouldn't impact the festival, because they only use ocean water for the sandcastle competition. IMPERIAL BEACH, Calif. (KGTV) - Matt Henry, a father of six and avid surfer, says he's always had a positive attitude."It's partly just who I am," he says. "Before getting sick, I was so happy. I mean, if I were a puppy, I'd be wagging my tail all day long."The sickness he's referring to is an inoperable brain tumor, diagnosed four years ago. It affected his mood and personality. But it never affected his spirit."I think I had an attitude of like, this isn't gonna stop me," Henry says. "I've got six kids and a whole life to live. This is not enough to stop me."After surgery to remove part of the tumor, Henry learned to manage his symptoms. Doctors told him his tumor was growing slowly, giving him time. He decided to use that time to live his best life."I called it bucket list living," he says, and he shared his adventures with his family on his YouTube page. He also uses the hashtags #StayStoked and #InoperableMeetsUnstoppable on social media.Now he's sharing something new. Henry is part of a worldwide clinical trial for a new drug called Vorasinedib. A form of it has FDA Approval for treatment of some conditions of Leukemia.The study will see if a different version can help slow brain tumors' growth with a specific type of mutation, which Henry's has."If this trial works and then it's gonna help a lot of people, so I'd love to pave the way," he says.UC San Diego's Moores Cancer Center is one of the clinics taking part in the trial. If you thought the presidential candidates had plenty of time to convince voters, think again. The swing state of North Carolina is set to start mailing out absentee ballots on Friday, September 4. That means voters will be able to return their ballots as early as next week. RECORD NUMBERS VOTING EARLYNorth Carolina is seeing a record number of absentee ballots because of the pandemic. In 2016. around 200,000 absentee ballots were counted. Already in 2020, the state has received around 600,000 requests. "It’s been kinda tough but we are trying to get through it," Kristen Scott, the elections director in Halifax, North Carolina, said. Scott only has a staff of three. In 2016, her staff received 200 absentee ballot requests. This year they have already received 2,000 and it's only early September. "I do go ahead and tell voters once you get your ballot, it's best to complete it and send it back in," Scott said. NORTH CAROLINA TEST CASEWhat happens next in North Carolina will be an example for other states around the country. Will voters return their ballot right away? Will they wait until the first debate? Additionally, will voters be able to follow all of the directions?For instance, in North Carolina, all absentee ballots must have a valid witness signature. During a pandemic will voters be able to find a witness? If it's not there, the ballot will be rejected. "In the primary, we saw about 15 percent of absentee ballots rejected," Allison Griggs with the Southern Coalition for Social Justice, said. Griggs fears the election could depend on whether voters follow directions or not. In North Carolina, election officials are allowed to contact voters if they find an error with their ballot prior to the polls closing. Griggs advises all Americans to be on the lookout for phone calls from election officials just in case. HOUSTON, Texas -- Police engaged a driver in a prolonged slow-motion chase along Houston highways Thursday morning.According to KTRK, the chase started after a 911 call to a disturbance. The suspect reportedly pistol whipped a woman and fled when police arrived.Police believed the suspect might have been armed during the pursuit.The chase started out as a high-speed chase. But when the SUV suffered a flat tire, the driver briefly stopped on the highway before proceeding at very slow speeds.Several miles later, the driver again pulled over and the SUV was surrounded by authorities.  Yet somehow the SUV was able to drive away again.After another brief chase, a patrol car performed a PIT maneuver to stop the SUV for good.Officers surrounded the vehicle and pulled the driver out.The driver was removed from the scene on a stretcher. 872
