(KGTV) — An investigation is underway to find a mail thief who appears to be targeting military families living on Camp Pendleton.A few weeks ago, Jessica, a Marine wife who lives on the base, went to her mailbox and saw a card from a friend in Arkansas."Opened up my card, and after I opened it, I realized there was a slit down the side," said Jessica.After a closer look, Jessica realized someone had been in her mail."A clean cut down the side. Didn't get caught on anything. A machine didn't make this ... Just irritated. It's an invasion of privacy," said Jessica.Jessica says her card never did contain any cash or gift cards, but others on base haven't been as lucky."They're furious, and they want something done," said Jessica.Jessica says on various Facebook pages connected to the base, hundreds have posted photos of tampered mail received in the past two months. The envelopes are usually missing cash, gift cards or checks."Pretty disgusting. Pretty shameful ... It's no accident it's happening to us. Military families are an easy target. We're not with our families. Families make up for it by sending us a little extra, definitely for our kids," said Jessica.So what is the commonality when it comes to the mail? It's processed and delivered by the Postal Service. The closest post office is about a mile-and-a-half from the base.The Postal Inspection Service confirms they've begun an investigation, along with an internal probe. OCEANSIDE, Calif. (KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement.
