SAN DIEGO (KGTV) -- Police Wednesday identified the Border Patrol agents and suspect they say knocked an agent off his ATV before being shot.Agents Micah Owens and Brandon Brandt reportedly shot the suspect, Francisco Javier Gutierrez-Alvarado, during the incident.Alvarado was taken to the hospital with non-life threatening injuries and no agents were seriously injured, police say.RELATED: Man shot by Border Patrol after knocking agent off ATV with rock, authorities sayDuring an initial investigation, authorities learned that a Border Patrol agent was on patrol on an ATV in the area of Spooner’s Mesa when he was hit with a rock and knocked off the vehicle by Alvarado.The suspect rode away on the ATV and was chased by several other agents before losing control and crashing into a fence.During the chase, both agents reportedly shot at Alvarado, striking him at least once. SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) -- Police on the campus of San Diego State University are hoping surveillance photos will lead to an arrest in a recent burglary. The pictures are clear. They show two men walking in the hallway of a campus building. Another photo shows them at a different angle. Police aren't releasing details about the burglary, but they say right now, there is no threat to campus. This is the latest in a series of crimes on or near campus. Last Wednesday night around 8:30, two men armed with guns robbed two people as they sat in their car. It happened in the north alley off of 55th and Montezuma. Taylor Langpap and her roommate, Jessica Ancar, walk the alley all the time to get to their apartment. "I was a little uneasy that it was just really close to my apartment, but I wasn't really surprised cause stuff like that happens all the time here," said Jessica. In the fall, there was a string or robberies where students had their cellphones stolen. In another case, a man was charged with ripping off students who were trying to sell things on the App Offer Up. Campus police aren't saying if the men in the surveillance photos are wanted in any other crimes, but students say they are always taking precautions, especially when walking after dark. "I make sure to call one of my family members or a friend, and then if I am not on the phone with someone, I try to keep very aware of my surroundings. SAN DIEGO (KGTV) — More than 0,000 went missing from New Hope Friendship Baptist Church in 2008 and 2010, according to new Sheriff’s Department investigation report Friday.The investigation was an Internal Affairs probe into Lt. Devera Scott. Scott was also the treasurer for New Hope Friendship Baptist Church during the time the money went missing.The report claims Scott admitted to church officials she took the money. However, the church told investigators they did not want to press charges as Scott had promised the church she would it pay it all back through monthly payments, and a portion of her retirement.The church also told investigators they were in the business of forgiveness and did not want to ruin Scott’s career, according to the documents.Investigators also learned that Scott made the church a beneficiary to a 0,000 life insurance and accidental death and dismemberment insurance policy.The internal investigation became public Friday, following the ruling of a San Diego judge. The decision comes after local media, including 10News, sued to keep police unions from blocking departments from releasing records related to officer misconduct.The San Diego Sheriff's Department was not part of the suit and has been releasing cases pursuant to SB1421, according to sheriff's department Lt. Karen Stubkjaer.Scott retired from the sheriff’s department on March 22, 2013, before the investigation into the missing church money was complete according to the documents. No charges were ever made against Scott.Other court filings suggest Scott might have been facing financial problems at the time.10News reached out to the church for comment. SAN DIEGO (KGTV) - People looking to buy a new or used car may have to hurry if they want to take advantage of the Coronavirus Pandemic's best deals and discounts.Recent studies from the California New Car Dealers Association show that sales of new cars in San Diego were down by 18.6% in the first quarter of 2020 compared to the same time of 2019. That's better than the state average of 21% but still worrisome for the industry.President Paul Dyke says his dealership saw sales drop in the 10-15% range at El Cajon Ford. But he says the company did a great job of offering deals to bring people into the lots, such as low-interest financing, long term payment plans, and lower prices."Zero percent is always something that gets people moving," says Dyke. "Now for the first time in Ford's history, doing it at 84 months on quite a few of the models really kept things going."The CNDCA says the Pandemic forced the industry to readjust its outlook for the year. They now predict new car sales to reach about 1.5 million in 2020, down from 2.1 million in 2019. If sales stay slow, it could be the worst year for new car sales since the Great Recession.Meanwhile, used cars are flooding the market as rental companies upgrade their fleet.Hertz recently filed for bankruptcy. The company iSeeCars.com did a study on their prices and found that Hertz was offering sales discounts in May that were 43% greater than the discounts they offered in April."There are still plenty of deals to be had," says Amada Lasik from iSeeCars.com. "That's especially true for cars that have been lingering on lots for a while, so we invite consumers to do as much research as they can."Manheim, a company that does used car auctions across the country, says used cars have been staying on lots for longer than usual. According to their data, almost 64% of used cars sold within 30 days back in February. By March, that number had dropped to 53%. The longer a car stays on the lot, the more likely a dealer will offer it at a lower price.Manheim also found that used car sales were down 34% in April compared to 2019, while wholesale used car prices dropped more than 11%.All that being said, experts believe these numbers will bounce back over the summer as restrictions ease.Dyke says his most significant concern for the industry is inventory. Since factories were closed for several months during the Pandemic, dealerships won't have as many cars to sell in July and August.Dyke says the companies will raise prices and eliminate the deals as demand increases while supply dwindles. 2574
