SAN DIEGO (KGTV)- A new effort is underway to revive a San Diego public golf course that's falling apart.  The "Friends of Presidio Hills Golf" went before the city council Tuesday urging them to take up the issue.  Their plan is to restore the course to its former glory days.Presidio Hills in Old Town is a local golf course with a storied past and an uncertain future."It needs to be completely redone," said John Vallas, who spearheaded the proposal. The place many once called the "cradle of golf" in San Diego is now a long shot from being up to par. 578

Surf will subside gradually through the end of the weekend.During that time, however, an increased risk of rip currents will create a hazard along the area's beaches.WEATHER: 10News' weekend forecastHeading into Saturday night, another storm system will bring mostly light to moderate rain Saturday night and the possibility of snow in local mountains.High winds from the west are forecasted for portions of San Diego's mountains and deserts, with a wind advisory will be in effect from 4 p.m. Saturday to 7 a.m. Sunday. SAN DIEGO (KGTV) -- Video taken Tuesday shows people climbing on top of the border fence near Friendship Park as the migrant caravan approaches.According to a Border Patrol spokesperson, agents are keeping watch on the U.S. side of the park, but aren’t aware of anyone climbing all the way over onto the U.S. side of the beach.Border Patrol says it’s technically not legal for people to sit on the fence because it’s on U.S. soil, but no arrests are being made at this time.RELATED: CBP closing lanes in San Ysidro, Otay Mesa as migrant caravan approachesIt’s unclear whether or not the group is with the migrant caravan. The incident comes as U.S. Customs and Border Protection announced the closure of several northbound border lanes in San Ysidro and Otay Mesa. The closures are expected to cause delays. 818

SAN DIEGO (KGTV) - While many Americans may be divided on whether they will get a COVID-19 vaccine once one is available, National City’s mayor is about to be part of the trial process.“I’m excited, kind of nervous,” said National City Mayor Alejandra Sotelo-Solis. “As a leader, I will step up, physically, mentally, and emotionally for my community because we need to be part of the solution.”After learning more about Johnson & Johnson’s Janssen Phase 3 vaccine trial happening in National City, Sotelo-Solis said she decided the right move was to apply to become a trial participant herself.“I believe, as a leader, you should demonstrate trust in the system,” she said. “I was able to ask more detailed questions; I am a survivor of melanoma cancer, you know, getting all those questions answered. I will be an active participant in the vaccine trial starting Friday.”Johnson & Johnson is aiming to recruit 60,000 people worldwide to take part in its trial. UC San Diego is participating in the study locally and looking to enroll 2,000 volunteers.Trailers that act as a vaccine clinic have been set up at El Toyon Park in National City, and the trial resumed last week.Across the county, Hispanic and Latino communities have been hit the hardest by COVID-19. The Chicano Federation has been working as part of the San Diego Latino Health Coalition to address the issues and provide helpful information about vaccine trials.“One of the things we recognized early on is that our Spanish speaking community and Latino community here in San Diego needed more education about vaccine trials,” said Nancy Maldonado, President, and CEO of the Chicano Federation. “We want our community, particularly our Spanish speaking community, to have all the education they need around the vaccine and around vaccine trials.”Maldonado said the goal is to make sure Southbay residents have the information they need to make informed decisions, and she applauds Sotelo-Solis for her efforts.“One of the best ways to gain trust is to lead by example and not ask someone to do something that you wouldn’t do yourself,” said Maldonado.“If I can help someone trust in vaccine trials and medical systems as a whole, we can really start chipping away at building true and significant trust,” said Sotelo-Solis.Sotelo-Solis said she will have her blood drawn and get a shot as part of the trial on Friday morning.UCSD is still recruiting participants for this trial. SAN DIEGO (KGTV) - Too many young military families in San Diego are finding themselves trapped in mountains of debt, not knowing where to turn. It's a devastating problem that the nonprofit Support the Enlisted Project (STEP) is working to tackle."It's a real challenge, and I think we are setting these families up for failure a lot of the times," said Tony Teravainen, CEO and Co-founder of STEP. "Their wage with all their allowances, E4 and below, 100% of them are below HUD's low-income level."RELATED: San Diego woman climbs out of 3,000 debt holeTeravainen says families often don't ask for help until things have gotten really bad. STEP helps prevent roughly seven evictions each month for young military families. "As a country, we don't have great financial habits. And what we see is when families enter the military we put additional burdens on them, and a lot of times this pulls them further, further into debt. We ask them to move their houses every two to three years; service members can be deployed at least a third of the time."The goal is to get as many families in need into their Emergency Financial Assistance (EFA) Program.RELATED: Making it in San Diego: Millennials outpace Generation X in both total debt and long-term savingsThe EFA Program is a unique social-work and change-management based program that was specifically designed to move military and veteran families from a financial crisis to a lifetime of financial self-sufficiency. Each family gets a social worker who helps them create a budget and set goals for the future.Teravainen says 4,500 families have come through the program since it was created in 2012 and they have a 90% success rate."A success story to me is a family that can change their behaviors," said Teravainen. Families in need of help can learn more on the STEP website. 1846
