SAN DIEGO (KGTV) -- Inside Richard J. Donovan State Prison's 30-foot concrete walls, metal doors, and electrified fence is the Echo Yard. It's drawn attention as one of the state's most innovative programs for bringing together inmates of different security levels on the premise that they will coexist peacefully in exchange for some freedoms.The Echo Yard, the state's first non-designated yard, also aims to keep released inmates out of prison.Around 50 percent of people convicted of a crime in California are sent back to prison within three years, according to a 2019 state auditor report. Members of Echo Yard get greater access to self-help, educational, vocational, and rehabilitative programs through courses like anger management, victim awareness, job hunting, and money management. Instead, the Echo Yard emphasizes inclusion. There is a ban on gang affiliation and racial segregation. It also welcomes transgender inmates and those convicted of sex crimes.Inmates of various backgrounds are housed together regardless of their designation (Sensitive Needs Yard or General Population). One of the men that entered into the experimental program said the environment is a culture shock."There’s so much diversity here; it’s a shock to the system…I am adjusting, but it’s rough," inmate Mike Briggs told the California Innocence Project blog.In 2018, the California Innocence Project said 780 men transitioned into the program, which is made available to those that demonstrate good behavior or show a commitment to Donovan's prison jobs. 2261

SAN DIEGO (KGTV) - Lifeguards removed a body found floating in the ocean off Sunset Cliffs Friday morning, according to San Diego Fire-Rescue.First responders were notified about 9:30 a.m. about the remains near Point Loma Ave. Lifeguards removed the body and transported it to their headquarters, officials said.The person had been in the water “a while”, according to San Diego Police.Officers told 10News they would be handling the discovery as a death report and not sending a homicide team to investigate.The person's identity and cause of death were not immediately available. 590

SAN DIEGO (KGTV) — Jonathan Goldwasser was one of the first business owners to set up shop inside One Paseo in Del Mar Heights.He opened the Parakeet Cafe when One Paseo’s retail area launched in March 2019 - and followed that up a few months later with Juice Crafters.He says business is of course best when the plaza is full.However, One Paseo has been anything but full since March, when coronavirus restrictions went into effect.“This has been hard,” Goldwasser said. “We went from maybe 20 employees to four.”Things, however, changed this week, when One Paseo fully reopened its retail center. On Thursday, there were people sitting at its socially distant tables and chairs, while shoppers in masks walked down its courtyard.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said, noting he’s back up to about 20 workers.About 25% of the center’s 40-plus businesses are mom-and-pops that rely on foot traffic.Juice Crafters closed entirely and Parakeet Cafe was reduced to takeout and delivery, sales going down 80%. They’ve since recovered and are now off 40% from pre-coronavirus levels.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said.The City Council approved One Paseo, a residential, retail and office complex in 2015. However, a referendum from nearby residents and the mall across the street ensued. SAN DIEGO (KGTV) -- It’s one of San Diego’s most iconic parks, but there’s a push to change its name and possibly everything it stands for.In September, two very different sides clashed at Chicano Park. The clash required police to break it up.The park is the heart of Barrio Logan and its murals are a colorful reminder of its history.Jorge Gonzales says it’s symbolic of the civil rights movement of the 70s. “These murals tell the story of the Civil Rights era. Right? That went far and beyond Barrio Logan and Chicano Park,” said Gonzales.Five people questioned that history in September at what was called the Patriotic Picnic.Police had to protect them from dozens of people who surrounded them in protest. “The murals are revolutionary. They're anti-American,” said activist Roger Ogden.Ogden was at the picnic and says political radicals and militants run Chicano Park. “It shouldn't be called Chicano Park. They could call it Hispanic Park, Latino Park and celebrate all the Hispanics and not just the militants. If you go down there and wave the US Flag, if I go down there I'm probably going to get beat up.”Ogden and several others shared the video from the picnic and their thoughts with the San Diego City Council on Tuesday.“You can celebrate the Hispanic culture but it should be broader and more inclusive. A lot of Hispanics wouldn't want to be called Chicano because it has a militant aspect to it,” said Ogden.Gonzales says the patriotic picnickers need to have a conversation with someone who understands the murals and who can translate the stories behind the paint.“I think there's a lot of miseducation. SAN DIEGO (KGTV) - Marine biologists and other experts are at Fiesta Island Tuesday morning to try to determine what caused the death of a large whale.The gray whale was discovered by lifeguards on the shore of Blacks Beach Monday at about 11 a.m.The dead whale was eventually towed from the Torrey Pines area to Fiesta Island, arriving at 3:30 p.m.Officials with the National Marine Fisheries were called to Fiesta Island to perform a necropsy.After Tuesday's examination, the whale is expected to be transported to the Miramar Landfill.  552
