SAN DIEGO (KGTV) -- California state officials have issued their COVID-19 guidelines for gathering during the holidays. With less than two weeks until Thanksgiving, the guidelines include things like physical distancing and wearing a mask when not eating or drinking. There are specific guidelines for counties in the purple tier, like San Diego County. Counties in the purple tier are required to gather outdoors. Health officials recommend no more than three households and limiting the gathering to two hours or less. Infectious disease specialists say the guidelines are strict, but necessary to slow the spread of the virus. Other recommendations include having guests frequently wash their hands and having only one person serve food and beverages, with a mask on. Older and at-risk individuals are advised not to attend. SAN DIEGO (KGTV) — California Highway Patrol officers played the part of Santa Claus for one little girl who made a very big difference this summer.The lights were flashing and Christmas music was blasting through the loudspeaker as officers drove downtown toward 4-year-old Leilani's home.Leilani and her dad Lydell Short met them on the sidewalk.One officer walked up, crouched, and asked Leilani in a soft voice if she remembers them.She nodded.She and her dad met the officers last summer during a Black Lives Matter protest. Short said they heard a commotion outside and saw the line of officers near a crowd of protestors."She's always telling me she wanted to be a police officer or whatnot, so I asked them if it would be okay if she took a picture with them," he said.She high-fived and smiled with officers.A moment of kindness that left an indelible mark and brought so many people together during a tense time.Back at Leilani's home, Christmas gifts from the officers started flowing, including a barbie car, dinosaurs, a doctor doll, and most coveted, a brand new bicycle and scooter."We got a lot of stuff!!" SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505
