DAMASCUS, Oct. 29 (Xinhua) -- China's top political adviser Jia Qinglin arrived here Friday for an official friendly visit to Syria.In a written speech released at the airport, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), hailed the development of bilateral ties between China and Syria since they established diplomatic relations in 1956."China attaches great importance to the friendly ties with Syria," he said, pledging joint efforts with Syria to enhance political mutual trust, boost traditional friendship, bolster substantial cooperation and promote common development.Jia said he was looking forward to exchanging views with Syrian leaders on the further development of bilateral relations and on major international and regional issues of common concern."I believe my visit will help the people of China and Syria better know each other and boost their friendship," he said.Syria is the first leg of Jia's four-nation tour from Oct. 29 to Nov. 11. BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.

BEIJING, Sept. 10 (Xinhua) -- Property prices in 70 major cities rose 9.3 percent in August year on year but were unchanged on a month-on-month basis from July, China's National Bureau of Statistics (NBS) said Friday.The year-on-year growth rate was one percentage point lower than the year-on-year growth rate in July, a statement on the NBS website said Friday.The year-on-year growth rate was the slowest in the past eight months this year.On a year-on-year basis, China's home prices rose 7.8 percent in December 2009, 9.8 percent in January 2010, 10.7 percent in February, 11.7 percent in March, 12.8 in April, 12.4 percent in May, 11.4 percent in June and 10.3 percent in JulyNew home prices rose 11.7 percent year on year in August, down 1.2 percentage points from July. New home prices in August were unchanged from July, too.Prices of second-hand homes rose 6.2 percent year on year in August, down 0.5 percentage points from July. Prices of second-hand homes in August increased on a month-on-month basis, up 0.1 percent from July.The Chinese government took measures in April to cool soaring home prices, including curbing lending to developers, limiting loans for third-home purchases and requiring higher down-payments for second-home purchases.

NANJING, Oct. 31 (Xinhua) -- United Nations Secretary-General Ban Ki-moon on Sunday urged China to keep moving down the path of sustainable development and put greater emphasis on social equity and environmental sustainability.Addressing students of Nanjing University in east China's Jiangsu Province, Ban said as the world's most populous country with the fastest growing economy, China has become the world's largest manufacturer and exporter but also the greatest emitter of greenhouse gases."Seven of the world's 10 most-polluted cities are in China. Your environmental footprint is growing daily," Ban said, adding that fortunately China is beginning to fight the side-effects of prosperity -- climate change and environmental degradation -- besides poverty.The UN chief noted that many of these development problems were raised during discussions as Chinese leaders recently met to draw the 12th Five-Year Plan for economic and social development of the country from 2010 to 2015.Ban applauded the Chinese government's goal of leading the country into an all-around Xiaokang society, or well-off society, by 2020 and said making Xiaokang a reality will, perhaps, ultimately become China's "great export -- its gift to humankind.""You already have a concept for it... He received an Honorary Doctorate in Laws from Nanjing University.Ban began his China visit on Saturday and is expected to leave on Wednesday.
