SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. She said she was proud the students seem to be abiding by the rules, saying, "If they're partying inside their houses with their little group of friends that's fabulous!"Hoeger said huge parties are the most "disconcerting to us any time of the year because it's just disruptive to the whole neighborhood, when they leave most of them are drunk and unfortunately a lot of sexual assaults happen."Any San Diego State students found violating the university's Stay Home order, which lasts through Monday, Nov. 2 at 6 a.m., could face disciplinary action, up to expulsion.Since Aug. 24, SDSU has issued nearly 970 violations, according to a statement from the university."They should be afraid of the consequences of their actions, whether related to COVID or in regards to the San Diego Municipal Code with regard to noise," Hoeger said.Violating the cease and desist orders could result in a misdemeanor offense and a ,000 fine. 2135
SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. She works at the Knotty Barrel on Market Street, relying on tips to help make the rent. “It’s a lot slower than in the summer, when we have baseball games and conventions,” said Devine. She pays 0 to split an apartment in North Park. “I feel like I’m saving all of my money for the first and then all of my money gets swiped for rent." Devine among thousands of San Diegans competing for the region’s low supply of homes.The average rent in the county is now about ,900 a month, according to Marketpointe Realty Advisors. One of the big challenges is that people keep moving to San Diego for jobs, but there aren’t enough homes being built to accommodate them. The state reports that employers have added 26,000 payroll positions in the last year, but developers have only pulled permits for about 11,500 new housing units. “You can’t have population growth and one half of the units that are needed to house these people,” said Borre Winckel, who heads the San Diego County Building Industry Association. The BIA’s new report says San Diego County homes are nearly 60 percent more expensive than the national average. “Developers and builders can’t respond to the demand because the cost to construct the new units exceeds the pocketbook of the folks who need these houses the most,” Winckel said, adding labor costs and regulations are the two biggest challenges.Meanwhile, new laws continue to be developed - one, taking effect Jan. 1, streamlines more affordable developments near transit centers. SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets.The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. "Now many of the churches and the police department put on events like this that are safer.” They also had candy and entertainment in the parking lot. Zimmerman said about 500 families tour the haunted station each year.In National City, the training tower at Fire Station #34 on East 16th Street became “Tower of Terror” for the tenth year in a row.Hundreds of people lined up throughout the night to walk through the maze of haunted rooms and be scared by ghouls, played by students from Sweetwater High School and firefighters.They also had candy, a costume contest, a bounce house and less-scary games for the little ones.National City Police say just after 8:30 p.m. several juvenile males threw eggs at the event.No one was hit and there was no damage to any property. SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch.But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman.The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council.
