SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels. The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. RELATED: Marine Corps family wins lawsuit against Lincoln Military Housing, after kids sickened by moldHowever, the language in the bill appears to indicate that the companies will not be forced to sign on to the new processes, making them voluntary. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. We will continue to work with our partners on ways we can continue to improve service and strengthen the program.” 10News also reached out to Congresswoman Susan Davis and Senator Dianne Feinstein, who have both worked on military housing issues. Neither was available for an interview. 2794

SAN DIEGO (KGTV) - Mayor Kevin Faulconer Wednesday called on the City Council to pass several proposals that he says will help increase San Diego's housing supply, lover development costs and promote smart growth. 221

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer Saturday detailed plans to redevelop the Sports Arena site, officially announcing what developers will tackle the project.According to Faulconer, the plan incorporates a mix of entertainment, housing, and parks."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."Brookfield Housing and ASM Global were chosen to construct the new arena and thousands of housing units, beating out the other finalist, Toll Brothers Housing. The redevelopment area encompasses roughly 48 acres in the Midway-Pacific Highway Community area. At the press conference, representatives from the Gulls and the Seals spoke, saying they're excited for their teams to play in the new space. Faulconer said the city's goal is to include a new arena to replace Pechanga Arena."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."The city also released several renderings of the planned development. Leaders said they are now looking toward November when Measure E will be on the ballot. This will determine if the 30-foot maximum height for buildings will remain, or if it will be raised. This will impact how tall the new facilities will be.San Diego Loyal SC, which had plans to build a modular soccer stadium at the site, commented on the announcement following the news conference. "Though the news from the city today felt like a punch in the gut, years being married to the sport of soccer has taught me that sometimes you can win on the field and not get the result that matters. I have also learned that tomorrow will come, and we will rise again,” said SD Loyal President Warren Smith. City News Service contributed to this report. 1905

SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years. In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment. As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. "The economy can move forward through high or low rates." 1411
