ENCINITAS, Calif. (KGTV) -- Nearly 5,000 runners woke up early Sunday morning to enjoy a run with a view of the ocean. Runners laced up for the second ever Encinitas half-marathon. The course took runners through Leucadia, Encinitas, Cardiff and Solana Beach. Seven and a half miles of running with a gorgeous view of the ocean. Nearly ,000 worth of prizes were up for grabs for the fastest runners. Proceeds from the half-marathon go to help local ocean conservation projects. The winner finished in an hour and seven minutes.  559

Emails from top officials at the National Republican Congressional Committee were hacked during the 2018 midterm elections, Republican sources tell CNN, exposing the GOP's House campaign arm to an intrusion by an "unknown entity."The hack, which was first reported by Politico, was discovered by a vendor in April after emails from four senior committee aides had been surveilled for months, a Republican official with knowledge of the intrusion tells CNN.The revelation of the hack comes weeks after House Republicans lost their majority and saw Democrats pick up close to 40 seats in the House. In a sign of how serious the committee believed the hack to be, they brought on the law firm Covington and Burling to handle the issue, as well as Mercury Public Affairs to deal with the public relations around the intrusion.After the NRCC was alerted to the hack, top officials then informed CrowdStrike, a Republican official said, the cybersecurity firm that helped Democrats expel the Russians from their computer systems in 2016, and later shared information with the FBI as it investigated the election-season hacks.Ian Prior, a spokesman for the committee, said Tuesday that they were hacked "by an unknown entity.""The NRCC can confirm that it was the victim of a cyber intrusion by an unknown entity," said Prior. "The cybersecurity of the Committee's data is paramount, and upon learning of the intrusion, the NRCC immediately launched an internal investigation and notified the FBI, which is now investigating the matter.""To protect the integrity of that investigation, the NRCC will offer no further comment on the incident," he added.The use of hacked material during electoral campaigns has been a focus ever since the 2016 campaign, when emails from the upper echelons of the Clinton campaign were leaked in the closing weeks of the campaign.The Democratic Congressional Campaign Committee was also hacked in 2016. Europe is proposing a ban on single-use plastic items such as cutlery, straws?and cotton buds in a bid to clean up the oceans.The European Commission wants to ban 10 items that make up 70% of all litter in EU waters and on beaches. The list also includes plastic plates and drink stirrers.The draft rules were unveiled Monday but need the approval of all EU member states and the European Parliament. It could take three or four years for the rules to come into force.The legislation is not just about banning plastic products. It also wants to make plastic producers bear the cost of waste management and cleanup efforts, and it proposes that EU states must collect 90% of single-use plastic bottles by 2025 through new recycling programs.The European Commission estimates that these rules, once fully implemented in 2030, could cost businesses over €3 billion (.5 billion) per year. But they could also save consumers about €6.5 billion (.6 billion) per year, create 30,000 jobs, and avoid €22 billion (.6 billion) in environmental damage and cleanup costs.The Rethink Plastic Alliance -- an association of environmental organizations -- called the proposals "a leap forward in tackling plastic pollution" but criticized some perceived shortcomings.The proposals do not set targets for EU countries to reduce the use of plastic cups and food containers, it said."This could result in countries claiming they are taking the necessary steps as long as any reduction is achieved, regardless of how small," the alliance said in a statement.The proposal also faced criticism from the plastics industry.Plastics Europe, which represents manufacturers, said it supported the "overarching objective" of the proposal but said there must be more resources dedicated to "waste management" to ensure better collection of used plastic."Plastic product bans are not the solution," it said in a statement, and noted that "alternative products may not be more sustainable."On a global basis, only 14% of plastic is collected for recycling. Federal authorities say a U.S. airman with ties to the "boogaloo" right-wing extremist movement killed a federal security officer outside a federal courthouse near San Francisco. Air Force Staff Sgt. Steven Carrillo was charged Tuesday with murdering federal officer David Patrick Underwood and attempted murder of another officer during a night of violent protests in Oakland on May 29. Carrillo separately faces state charges in the fatal shooting and ambush of a Santa Cruz County sheriff's deputy and the wounding of four other officers on June 6. Carrillo is expected to enter a plea to the state charges on Wednesday. 631

(KGTV) - D¨ªa de los Muertos came alive Friday night at the California Center for the Arts in Escondido.Dozens of families came to build memorial altars known as ¡°ofrendas.¡± While many honored ancestors, the Fallbrook Youth Advocacy Coalition along with the North Inland Community Prevention Program came to honor those taken too soon. ¡°We just want to prevent more families from having this event or having an experience of losing a loved one,¡± said Pastor Anger Medrano from Victory Outreach Church. The groups were raising awareness of teen drug and alcohol use which can have tragic consequences. Veronica Hernandez with Fallbrook Youth Advocacy Coalition said her daughter lost a friend this summer after she was hit by a DUI driver. ¡°She was only 15 years old.
