At the Denny’s along US 1 in Port St. Lucie, is one customer everyone knows. Not a lot of people turn 100, and not a lot of people eat at the same place day after day, for decades.Sister Marie Alice Lagace was greeted with a rendition of Happy Birthday on the trumpet Tuesday.“She always has a kind word and a gentle way of always making you feel good," said Denny's General Manager Maurice Warrington.Port St. Lucie Mayor Greg Oravec offered a proclamation and a funny gift — a ruler with the city logo. But the biggest honor would be fixed to her usual booth in back, a booth now renamed for her.“I just love it and I find the beauty in all of these people," Lagace said.Parishioners from Holy Family Catholic Church take turns driving her here, and they can’t take her anywhere else.“Some of them ask me, 'We’re going to eat somewhere,  you coming with us?' Nope. I’m coming here," Lagace said. She orders the same thing every day: one egg, a piece of toast, grape jelly and coffee — although Tuesday, cake was the substitute. Parishioners who ask her the secret to a healthy, long, life get a simple answer.“Love God, smile, relax," said Aleen Stanton with Holy Family. Sister Marie Alice has been on mission trips around the globe. But for the past 25 years, her daily trip has been to see her friends off US 1.“The idea is we’re together. And God is in you and God is in me.”Denny's gave her a gift card they hope she can use for another hundred years. 1573

As this active hurricane season continues. more coastal cities are changing how they build as a way to prevent against the effects of climate change. In Margate, New Jersey, a city of 6,000 people just south of Atlantic City, a -million beach replenishment project completed in 2017 created an eight-mile stretch of dunes along the beach to protect homes against storm surge from hurricanes and nor’easters. The project involved pumping 3.8 million cubic yards of sand from the ocean floor onto the beach. The sand was used to create a berm along the west side of the beach, closest to the homes, that could protect against storm surges of up to 15 feet while more sand was placed along the shoreline, extending the beach and moving the waves further away from properties.“I think the beach replenishment project is very important,” said Nee Jersey Department of Environmental Protection chief resiliency officer Dave Rosenblatt. “Without it, we would’ve expected to see a lot more damage from Sandy and frankly, normal nor’easters.”Superstorm Sandy in the fall of 2012 was the catalyst for the project. The storm’s worst damage was felt about 100 miles north of Margate where the boardwalk was ripped up and homes were left without power for days, and in some cases, weeks.“After Sandy, it was very easy to compare the areas that had beach replenishments and dunes to those that did not,” said Rosenblatt. But Margate is just an example of several coastal cities around the country that are doing things differently.“As the sea level rises, most people are more worried about what’s going to be underwater. That’s not as important as the flood plane is expanding,” said Galen Newman, associate professor of Landscape Architecture and Urban Planning at Texas A&M. “I think there are many cities exploring options.”After Hurricane Harvey, Houston built more greenspace in its downtown area so water could better drain. On the Texas coast, near Galveston, engineers have been considering a dike to stop flooding. After Hurricane Ike in 2008, the area withstood billions in damages, and experts worry the next strong storm to target the area could cause catastrophic effects to the economy as the area is America's leading producer of petroleum.Furthermore, in parts of Florida, new building codes now mandate buildings withstand winds of up to 130 MPH,, a low-end Category 4 hurricane. A study by the Institute for Business and Home Safety found the change has worked as insurance claims have gone down in number and severity since the year 2000. 2556

ATLANTA — The funeral for the late civil rights icon and congressman John Lewis will be held Thursday at Atlanta’s historic Ebenezer Baptist Church, which the Rev. Martin Luther King Jr. once led. Lewis’ family announced that the funeral will be private, but the public is invited to pay tribute over the coming days during a series of celebrations of Lewis’ life beginning Saturday in his hometown of Troy, Alabama. Ceremonies will also be held in Selma, Alabama, and his body will lie in state at the Alabama State Capitol in Montgomery, the Georgia State Capitol in Atlanta and the U.S. Capitol in Washington.Lewis, 80, died Friday after a six-month battle with pancreatic cancer. He represented Georgia as a Congressman for more than 30 years, winning 17 elections. He also fought for Civil Rights for Black people in the 1960s, originally gaining notoriety as one of the 13 original "Freedom Riders." 914

At Tuesday’s presidential debate, President Donald Trump complained that poll watchers in Philadelphia were denied access to early voting in the critical battleground state.“I’m urging my supporters to go into the polls and watch very carefully because that’s what has to happen,” Trump said. “I am urging them to do it. As you know, today there was a big problem. In Philadelphia, they went in to watch. They’re called poll watchers, a very safe, very nice thing. They were thrown out. They weren’t allowed to watch. You know why? Because bad things happen in Philadelphia. Bad things.”Poll watching is generally a commonly-accepted democratic practice employed throughout the US. But there are questions on what constitutes a polling site.In Pennsylvania, voting centers are not considered polling locations. Early voting centers are locations where voters can pick up a mail-in ballot and can complete and return the ballot on-site. Voters have the option of taking the ballot home and returning it before the election.“We don’t give someone a poll watcher certificate to … watch somebody fill out their ballot at their kitchen table,” Republican Philadelphia City Commissioner Al Schmidt told the Philadelphia Inquirer. While poll-watching laws vary by state, the practice is generally accepted, but it has limits. According to the National Conference of State Legislatures, poll watchers are to take a hands-off approach. For instance, poll watchers should not talk to voters, interfere with the voting process or campaign while on-site. Poll watchers, however, can watch for irregularities and report them to elections officials and political campaigns. There are generally limits on the number of poll watchers a campaign or party can designate. An accreditation process in 40 states means an ordinary citizen cannot walk into a polling site without some level of training, according to the Carter Center. "This process is led by local party chairs, candidates, or ballot issue groups and can require approval by election officials or the secretary of state’s office," the Carter Center said. Some interpreted Trump’s call for poll watchers as a voter intimidation tactic."Trump also told 'his supporters' to 'go into the polls and watch very carefully,'" said Nevada Attorney General Aaron Ford on Twitter. "But he wasn't talking about poll watching. He was talking about voter intimidation. FYI, voter intimidation is illegal in Nevada. Believe me when I say it: You do it, and you will be prosecuted."A hands-off approach is what differentiates someone engaging in legal poll watching and illegal voter intimidation. While poll watching laws are regulated at the state level, there is a federal law against voter intimidation.“Whoever intimidates, threatens, coerces, or attempts to intimidate, threaten, or coerce, any other person for the purpose of interfering with the right of such other person to vote or to vote as he may choose, or of causing such other person to vote for, or not to vote for, any candidate for the office of President, Vice President, Presidential elector, Member of the Senate, Member of the House of Representatives, Delegate from the District of Columbia, or Resident Commissioner, at any election held solely or in part for the purpose of electing such candidate, shall be fined under this title or imprisoned not more than one year, or both,” the law reads. To learn more about each state’s laws on poll watching, click here.Justin Boggs is a writer for the E.W.
