SAN DIEGO (CNS) - Unemployment in San Diego County has dropped to 14.3%, but is likely to start increasing again due to modified public health orders, a report released Wednesday by the San Diego Association of Governments found.While unemployment has slowly but steadily declined from the high of 25% the week of May 9, county health orders on Tuesday closing bars, indoor dining at restaurants and indoor business at zoos, museums, movie theaters and other businesses will likely take a toll on the region."The recent rollbacks in opening could significantly impact the food and beverage industry," SANDAG Chief Economist Ray Major said. "Additionally, we could see another wave of layoffs as funding from Paycheck Protection Program loans is exhausted."Those industries told to shut down or modify business on Tuesday represent more than 160,000 jobs, or 11% of the region's pre-COVID-19 workforce.The unemployment rate before the pandemic was 3.1% and it could take many months for the economy to recover to that degree, the report said.The report also shows the geographical distribution of lost jobs and calculates unemployment rates for the five most impacted ZIP codes regionwide, including Encanto, College Area, City Heights, San Ysidro, and Logan Heights. Only Logan Heights is estimated to still have an unemployment rate above 20%. The five ZIP codes least affected, with unemployment rates just over 10%, are Carmel Valley, Del Mar, Rancho Santa Fe, Chula Vista NE, and Rancho Bernardo W."This data can help inform local leaders as they continue to plan our region's recovery," SANDAG Executive Director Hasan Ikhrata said. SAN DIEGO (KGTV) — A preliminary 6.6-magnitude earthquake that hit near Ridgecrest was felt throughout Southern California on Independence Day.The earthquake was recorded at about 10:30 a.m. Thursday between Ridgecrest and Searles Valley, in San Bernardino County, according to the United State Geologic Survey (USGS). The quake had a depth of about 5.4 miles.USGS later lowered the preliminary shake-up to 6.4.RELATED: Why didn't San Diego get an alert after July 4's earthquake?Ridgecrest city officials say 87 aftershocks have been recorded following the quake. Several more aftershocks are expected in the next couple of days, according to USGS seismologist Dr. Lucy Jones.Before the earthquake, USGS also recorded two earthquakes measuring 4.0 and 2.2 in San Bernardino County.Here in San Diego, numerous locals, from downtown San Diego up to Oceanside, reported to 10News that they felt the quake. The San Diego County Fair halted rides Thursday for safety inspections after the earthquake, before reopening. USGS "Did you feel it" responses were reported throughout the Southern California area as well.Ridgecrest press conference:Kern County Fire Department reported nearly two dozen incidents ranging from medical assistance to structure fires around Ridgecrest. Crews were also surveying highway passes throughout the city for safety.Ridgecrest Regional Hospital has been evacuated and there was some structural damage, according to Ridgecrest officials. SAN DIEGO (KGTV) - A California woman is accusing a San Diego CEO of gaining her trust and then decimating her entire life's savings. The woman, Marieme Bouguerba, is being represented by San Diego attorney Charles Field, a partner with Sanford Heisler Sharp, LLP "She's devastated. You have a single mother who lives with her parents, and she's trying to make things go and to have her entire life savings decimated like this is a major setback for her - both financially and emotionally," said Field.The lawsuit claims Mark Bernier trolls dating websites for vulnerable, high net worth women as part of his investment scams. It goes on to say he advertises himself as a licensed investment professional, attempts to build trust and confidence, and then aggressively seeks to separate the women from their money through purported investments.Bernier is listed as CEO for San Diego-based venture capital firm, VentureMoney Management Co. Field says his client met Bernier on the dating website MillionaireMatch.com, a site designed to help successful people find love. Field says Bernier has exchanged over 29,000 messages with over 3,000 women through the Millionaire Match website, to sell them worthless securities. "Well I think that's the mark of a good salesman, is that a good salesman can make a good pitch, can make a convincing pitch, and when it's backed by a legitimate looking website that has very prominent people on there, all that combined led her to believe that this was reputable," said Field.Field says Bernier scammed his client out of 0,000. While they received 0,000 back during mediation, Field says they are not being told where the rest of the money is."It seems reputable, when you look at the website it seems like he's [Bernier] trying to do good things, that's what it appears. But like I said, we asked where the money is, we asked what it was invested in, where it went, and we have not gotten any answers," said Field. Their lawsuit accuses Bernier of not even having a license to sell securities or give investment advice in California. SAN DIEGO (KGTV) -  A driver led CHP officers on an hour-long pursuit from Southern Orange County to Mission Valley Wednesday night.The chase ended on the onramp from southbound I-805 to westbound I-8.Ray Scheidnes, with California Highway Patrol, says the chase started in the San Juan Capistrano area when they received reports of someone driving erratically just after 6:30 p.m.When they tried to pull over the driver, she instead drove south on I-5 into San Diego County and eventually onto I-8.  The driver even called into 9-1-1 dispatch and tried to explain why she wasn't stopping.“I believe that she was afraid to pull over, mentioned something about possibly having some previous run-ins with law enforcement that she didn't think went too well,” Scheidnes said.Scheidnes also added they’re not quite sure why she eventually stopped in Mission Valley.“The vehicle didn't seem to run out of gas or have any mechanical problems, just came to a stop, I think she just decided to pull over,” he said.CHP says the driver is an Orange County resident. She has not been identified. There are no immediate signs of drugs or alcohol, but she could be facing charges of resisting arrest and failure to yield.  1247
