ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. Neither social media site has said what caused the problems, or when users still having issues . would be able to access the sites again.Users took to Twitter to report the outages, using the hashtags #FacebookDown and #InstagramDown. 1220

Erie County Legislator Lynne Dixon announced a proposed expansion of 'Social Host Law' to include opioids. The original law was passed in 2014 to curb underage drinking. According to law, it "will serve to deter the consumption of alcoholic beverages by minor by holding those persons who are 21 years old or more responsible when they knowingly allow the consumption of alcoholic beverages by minors at their residences or on their privately owned property."The Erie County Sheriff's Office have been called to 81 instances of youth activity underage drinking since Jan. 1, 2017. The goal of the new expansion of the law is to hold parents and adults accountable for the actions of minors in their home or on their property for the use of underage drinking, illegal use of opioid and substances.Any person who violates the law will be fined. The first offense is punished by a fine of 0. The second offense is punished by 0. The third offense is punished by either a fine of 00 or prison for one year, or both.   1070

ENCINITAS, Calif. (KGTV) - A pride flag is now flying outside Encinitas City Hall, overlooking the city's downtown area.The Encinitas City Council voted 4-0 Wednesday to hoist the flag to commemorate Pride month. The action comes after the Trump administration denied U.S. Embassy requests to hoist the flag, saying government buidlings should only fly the American flag. At the meeting Wednesday, councilmembers said they wanted to show the city as inclusive and welcoming. They added they want to push back against a recent uptick in hate crimes against the LGBTQ commumity - and potential rollbacks of federal protections for them in the military, workplace, and health care."I think it's critically important that we stand up and celebrate," said Joe Mosca, the city council's first openly gay member. "We celebrate the advancements that have been made and we're ready to fight for the future, and make sure that advancements that have been made haven't been rolled back."Lisa Nava, a 30-year Encinitas resident and LGBTQ advocate, watched the Pride flag go up in memory of her brother David, who died of AIDS in the 1980s."It was actually the first time i ever saw true love, between him and his partner, and I believed in my core being that there was no reason two people couldn't love each other and be out in the world loving each other," she said. The city's move comes after California Gov. Gavin Newsom ordered the Pride flag to fly above the state capitol this week. Tony Krvaric, who heads the Republican Party of San Diego County, said there are bigger issues in the country than which flags to fly."That said it seems common sense that as a general rule government buildings should just fly the American flag and not be used for making political points one way or the other," Krvaric said.
