President Donald Trump has privately floated the idea of funding construction of a border wall with Mexico through the US military budget in conversations with advisers, two sources confirmed to CNN Tuesday.Trump discussed the idea in a private meeting last week with House Speaker Paul Ryan, a source familiar with the conversations said, as he reviewed the omnibus spending bill, which does not include funding for construction of a border wall. It was not immediately clear how serious Trump was about pursuing this option, but the move would likely face steep hurdles with appropriators in Congress.The idea is Trump's latest attempt to find a way to build the border wall he promised supporters during his campaign as Mexico has dismissed his call for Mexico to fund its construction. Trump has said he would seek that payment in the form of a refund, either through trade negotiations, remittance payments or other means.Congressional budgeting is done with very specific instructions for how dollar amounts are spent. Any repurposing of funds requires express congressional approval, which Trump is unlikely to get. The source noted that additional authorization from Congress would likely be necessary if this option was pursued.A senior administration official confirmed the President has floated this idea, along with others, as alternative ways to pay for the wall."There's a lot of different options we're trying to contemplate. Certainly that's one," the official said.Another option: increasing fees that a person has to pay when they cross the border from Mexico into the United States."You could always increase them and take the revenue for that for resources," this official said.This official described these as the President's "musings."White House press secretary Sarah Sanders declined to weigh in when asked repeatedly on Tuesday at the daily press briefing about trying to get the military to fund the wall."I can't get into the specifics of that at this point, but I can tell you that the continuation of building the wall is ongoing, and we're going to continue moving forward in that process," Sanders said.However, no new wall is currently being built. Funds have only been appropriated to fix current fencing or build new fencing.A Washington Post report on Tuesday contained details of Trump's desire for the military to fund his wall and appeared to clarify a message Trump posted to his Twitter account over the weekend, where he exclaimed, "Build a WALL through M!"The report said two advisers confirmed the "M" was a reference to the military and that three people familiar with the Trump-Ryan meeting noted little reaction from Ryan to Trump's proposal to have the military fund construction of the wall.Two White House officials told the Post that Trump saw the increased funding for the military as a reason it could afford to foot the bill for the border wall. The omnibus agreement Trump signed into law last week included about .6 billion for border security.Last week, Trump expressed displeasure with the funding agreement and?threatened briefly not to sign it, but ultimately relented and then continued to express his displeasure on Twitter.Since taking office, the Trump administration has tried to demand Congress appropriate money for his promised wall, and the Mexican government has steadfastly refused to pay for it. LUCIE, Fla. — A Florida woman is recovering after being stung by a poisonous caterpillar at a local park.Now, she wants to share her experience with hopes of keeping others safe.Tara Forbes said she was at Whispering Pines Park in Port St. Lucie, Florida last weekend watching her son play on the playground.She was sitting on a bench under an oak tree when she said she felt a burning sensation on her arm.“My arm was out on the bench ... I thought maybe I was getting a little sunburn,” Forbes said. “I looked down and I had black and white fuzz here, and white fuzz on the inside. It just immediately felt like fire, like somebody took a flame to my skin.”That fuzz, she said, was from a poisonous puss caterpillar. She doesn’t know if it fell from the tree, where they are known to live, or if it was already on the bench where she was sitting. The pain spread to her bones and joints and became excruciating, she said.“My arm swelled up from my finger tips to my shoulder up into my neck and even into my chest.”She also became dizzy and nauseous.Forbes is a nurse and knew which symptoms to watch for to determine if she should go to the emergency room. In hindsight, she said she would go if she were to get stung again to better control the pain.That is why she wants her message to reach parents.“I think if this happened to my son or somebody else’s child they should go directly to the ER because it was very painful ... Children are so much smaller, so it could affect them much worse.”More than 24 hours after making contact with the caterpillar, Forbes was still in some pain. “I think it would be good for other parents just to be aware that when you’re enjoying the outdoors like we did, these things could happen. Know to seek medical help immediately when it does happen.”She said she used tape to pull the hairs out of her skin.A spokesperson with the city of Port St. Lucie said staff from the parks department checked out the park for poisonous caterpillars after Forbes’ report was brought to their attention.They did not find any of the caterpillars but said they will be returning Tuesday to look again. President Donald Trump said Thursday he has authorized American troops on the US-Mexico border to "use lethal force" if necessary against an approaching group of migrants while also threatening to close "the whole border."Trump, who was speaking with military members and reporters at Mar-a-Lago, also said there "certainly could" be a government shutdown over border wall funding in December."If they have to, they're going to use lethal force. Trump ordered the deployment shortly before the midterm elections, when Trump was making the fight against illegal immigration a central part of his pitch for Republicans seeking office.Defense Secretary James Mattis said Wednesday "there has been no call for any lethal force from (the Department of Homeland Security)," saying that any troops backing up customs personnel would not be carrying firearms but could be equipped with shields and batons.Trump on Thursday also said "two days ago we closed the border," and added, "nobody's coming in."He was apparently referring to Monday's temporary closure of all northbound vehicle traffic at the nation's busiest port of entry, San Ysidro. CBP said the lanes were closed to install jersey barriers and concertina wire and "to prepare for the potential arrival of thousands of people migrating in a caravan heading towards the border of the United States."The President said "if we find that it's uncontrollable" or it gets to a point where "our people are going to start getting hurt, we will close entry into the country for a period of time until we can get it under control.""The whole border. I mean the whole border," Trump said."When they lose control of the border on the Mexico side, we just close the border," Trump said, further explaining that means Mexico will "not be able to sell their cars into the United States."Thursday evening, Secretary of State Mike Pompeo reiterated the administration's position that the group will not be allowed to cross into the US."The caravans will not be permitted to enter the United States," Pompeo said in a statement. PORTERVILLE, Calif. (AP) — Police say a man was arrested after a 3-year-old picked up an unattended handgun and pointed it at a family member at a home in central California.Officials in Porterville say the gun was quickly taken away from the child and nobody was hurt.The Fresno Bee reported Saturday that officers responded after authorities got a call that a child had access to an unattended handgun.RELATED: 420
