DETROIT, Mich. — Thousands of packages are stacked up inside a metro Detroit mail distribution center as a perfect storm of the pandemic, holiday mail volume, and what some call poor planning, which could spoil the holidays.Those mail delays are also costing local business owners dearly.A beautiful ad celebrating the hardworking men and women of the US Postal Service is airing on TV these days, as a singer croons, “I’ll be home for Christmas, you can count on me.” But for small business owners like Alicia Christensen, the post office has hit a low note.“I’m not counting on them, because I had to shut my shop down. I can’t rely on the flowers to get there before Christmas,” said Christensen.Christensen makes hand-painted aluminum wreaths and wall art shaped like flowers. In January, this artist from Wixom opened her “Bendable Blooms” shop on the website ‘Etsy.’ But the wreaths she mailed to customers on Nov. 29 got stuck “in transit” at the USPS Detroit Network Distribution Center (NDC) in Allen Park.“My Etsy shoppers are starting to contact me, wanting either their money back or wanting to know where these are at,” said Christensen.Christensen was forced to choose between losing about 0 by refunding customers, or getting bad reviews which can have a long-term impact on her business. So she temporarily halted her online sales, sent refunds, all the while anxiously watches for shipping updates of the packages stuck at Allen Park.And she’s not the only one wondering why her packages haven’t moved out of Michigan.Today the 7 Investigators counted at least 50 tractor-trailers waiting to get on to the Allen Park USPS property, not to mention the dozens of trailers stacked with packages already inside.“It has mail from wall to wall,” said American Postal Workers Union Detroit Local 295 President Keith Combs. “This is something that I have never seen in my 30 years of being a postal employee.”Combs represents Detroit-area postal drivers, clerks, and maintenance workers. Combs says the USPS restructuring ordered by Postmaster General Louis DeJoy added to the backlog caused by the pandemic and normal holiday mail volume increases. Combs says some of that restructuring means employees based in metro Detroit now report to managers out of state.“They should have started hiring these seasonal people much earlier than they did, I would say back in May, June or July-- getting prepared to bring those new people on. The tractor-trailer guys that I represent would have needed to have more trailers, even if they needed to be purchased or rented. So you can have a place to have this mail staged to be able to move smoothly from point A to point B,” Combs told 7 Investigator Heather Catallo. “I don’t think that happened. And there needed to be some thought process on how the mail flow was going to operate inside the building so that the safety of the employees was addressed and you didn’t have so much mail that there was not even walking room in some of these plants.”Combs says letters are also piled up at the USPS facility on W. Fort Street in Detroit. He says he and other union leaders reached out to management last May to prepare for the holiday “peak” as postal workers call it. Combs said their requests fell on deaf ears.“Postal employees are so diligent in what they do and feel like they need to do a great job all the time, as they do. I’m getting calls from my members and employees saying this is a problem, we need to be better. And again, they’re doing such a great job with trying to get this mail delivered. But it’s the people who are appointed over them that are not doing a great job in making sure that’s happening,” said Combs.Combs says letters are also piled up at the USPS facility on West Fort Street in Detroit.USPS spokeswoman Elizabeth Najduch sent us a statement about the delays in Allen Park:“The 640,000 employees of the U.S Postal Service across the nation are proud to provide an essential service to our customers during the pandemic and to meet unprecedented challenges of this extraordinary year.The Detroit NDC has faced challenges recently due to COVID-19 at the same time mail volumes have dramatically increased. We have taken steps to address issues caused by the pandemic as we approach our busiest weeks, including hiring seasonal employees and allocating employees to facilities that need additional resources.There has already been progressing at the Detroit NDC, and we are confident that our processing and delivery will return to normal levels quickly.As we do each year, the Postal Service reminds customers to send mail and packages early to avoid glitches. Gary Peters released an oversight update of the USPS, that “confirmed previous findings that Postal Service leaders failed to consider the impacts of their changes and that on-time first-class mail delivery plummeted in the weeks after Mr. DeJoy assumed leadership. USPS leaders did not complete any study or analysis of the impact the changes would make on mail service prior to implementation, nor did they seek stakeholder input or public hearings,” according to a press release.Meanwhile, Alicia Christensen just hopes her “Bendable Blooms” customers will return to her after the mail delays are resolved.“We’ve got to stay positive and there’s always hope. Historically, the holiday season is the busiest time for mail delivery for the Postal Service. The combination of enormous mail volume and thousands of USPS employees quarantining due to COVID-19 has further strained a Postal Service that is already struggling to keep up with demand.What can be done?Last Friday, I spoke to Postmaster General Louis DeJoy to express my concerns with the ongoing mail delivery delays across the country. Democratic Sen. Bill Nelson on Sunday conceded the Florida Senate race to Republican Gov. Some commentators have called them a “comprehensive plan” for housing, while others say Biden is throwing big money at real problems without offering practical solutions.Either way, the Biden campaign’s housing plan is a wish list. All in all, Biden’s housing policy proposals would cost 0 billion over 10 years, although he has not detailed where any of this funding would come from.The Biden plan would put 0 billion into an “Affordable Housing Fund,” the bulk of which ( billion) would provide incentives to develop and rehabilitate low-cost housing where there’s a shortage.“These funds will be directed toward communities that are suffering from an affordability crisis and are willing to implement new zoning laws that encourage more affordable housing,” according to Biden’s plan.Biden’s Plans Would Boost Section 8 AvailabilityThe plan also calls to expand the Section 8 housing choice voucher program, the largest federal housing program for low-income renters. Biden would make Section 8 an entitlement, thus ensuring vouchers to all eligible people.Currently, only 1 in 5 eligible households receive assistance, with waiting times pushing two years in some places. Some 2 million households receive Section 8 vouchers, but that’s not enough to meet demand.“Expanding vouchers to all those eligible will need to be matched with a strong, national measure to include ‘source of income’ as a protected class under fair housing law,” says Miriam Axel-Lute, editor of Shelterforce, a nonprofit publication published by the National Housing Institute.In addition, Axel-Lute says, reducing exclusionary zoning policies, which ban construction of multi family homes, would expand the home selection for families with vouchers.Biden also would push for a law that would ban discrimination against tenants who use Section 8 vouchers or receive other federal housing benefits.Biden Would Restore Fair Housing RulesBiden has pledged to reinstate the Obama administration’s Affirmatively Furthering Fair Housing (AFFH) rule. The Trump administration only recently terminated the rule, which required towns and cities that received HUD funding to create plans to eliminate housing descrimination in their localities.Critics of AFFH have said there were too many hoops to jump through in order to get funding, while proponents have defended the initiative as being an integral step in promoting fair housing policies.Maintaining the Obama-era rule would help push forward housing equity, says Bruce Dorpalen, executive director of the National Housing Resource Center.“Biden’s proposal shows that there is institutional racism and biases we need to change. If we want to reestablish the Black middle class in this country, homeownership has to be part of that,” Dorpalen says. ”The Biden housing platform has that built-in.”President Trump has falsely stated that the AFFH rule would have “required high-density zoning, eliminated single-family zoning, and destroyed our suburbs.” The rule does not mandate any particular solution to discrimination or unfair practices; it just requires that each community identify the problems and come up with a workable solution.Solomon Greene, a senior fellow at the Urban Institute, a Washington D.C.-based think tank, says that AFFH holds municipalities accountable if they want to receive federal dollars, but doesn’t tell them how to do it.“The 2015 AFFH rule offers guidance, not a particular solution,” says Greene, who was part of the HUD team that wrote the rule in 2015. “Every plan I’ve reviewed has been incredibly diverse; there was a huge range of strategies depending on the area. This is very far from Trump’s assertion that the AFFH rule was requiring rezoning of suburbs or even to build affordable housing.”Fight Single-Family Zoning to Expand Housing and Curb DiscriminationThe U.S. faces a shortage of housing, running 19% below last year’s supply. Although new construction was up in July, the housing market needs more positive growth to reach balanced levels, says Lawrence Yun, chief economist at the National Association of Realtors (NAR).The housing shortage is the most pronounced in the West, according to data from NAR.Experts on both sides of the aisle have called for a ban on single-family zoning, which is said to drive up home prices and restrict new construction, contributing to the housing shortage.A story by Charles Marohn published in The New Conservative says about single-family zoning: “After all, there is no greater distortion of the market than local zoning codes, and there are few bureaucracies doing more harm to property rights and freedom than local zoning offices.”Biden addresses zoning issues several times in his housing plan when it concerns discrimination or where federal grant money is involved.The Biden plan would seek to “eliminate local and state housing regulations that perpetuate discrimination.” More specifically, a Biden administration would require states receiving community development or transportation block grants from the federal government dollars through Community Development Block Grants or Surface Transportation Block Grants to incorporate inclusionary zoning into their planning. Inclusionary zoning requires that a portion of new construction is set aside for affordable housing.Biden also would allocate billion for state housing authorities and the Indian Housing Block Grant program to build and restore housing in low-income areas. This money would go to communities “that are suffering from an affordability crisis and are willing to implement new zoning laws that encourage more affordable housing.”Ed Pinto, senior fellow at the American Enterprise Institute, a right-leaning think tank, doesn’t believe that Biden’s plan goes far enough to eradicate single-family zoning. According to Pinto, single-family zoning promotes “NIMBYism,” an acronym for “not in my backyard.”“We have supply constraints because of terrible zoning policies,” Pinto says. “Single-family zoning promotes NIMBYism, which drives house prices up tremendously in low-cost areas. None of the things in Biden’s proposal would make things better. You still end up with a housing shortage, nowhere to build and federally guaranteed loans that increase demand against limited supply.”Eliminate Biased Housing Practices and Expanding AffordabilityThe Biden housing plan sets a goal to stamp out racially biased practices like redlining, which denies people services or charges more for those services based on race, religion or ethnicity. Furthermore, the Biden plan wants to ensure that Americans spend no more than 30% of their income on housing, which would help people in all income brackets. These ideas would be achieved by enacting legislation similar to the “Housing, Opportunity, Mobility, and Equity (HOME) Act.”The HOME Act would give a refundable tax credit to people who spend more than 30% of their income on rent. It also would require inclusionary zoning—a requirement that developers set aside a percentage of units that would be rented or sold at reduced prices—which would help increase affordable housing construction while also knocking out housing discrimination based on race and income.The Biden plan also would target unfair property appraisals, which values Black-owned homes at tens of thousands of dollars less than comparable white-owned homes. A study by the Metropolitan Policy Program at the Brookings Institute found that homes of matching quality and amenities in predominantly Black neighborhoods were valued at 23% less than in those neighborhoods with fewer Black residents.“Anti-discrimination legislation, like ending redlining—which Biden proposes—in housing is crucial,” David Dworkin, CEO of the National Housing Conference, a nonprofit, nonpartisan coalition of national housing leaders from both the public and private sector, says. “What Biden is proposing would help millions of Americans. There’s a disturbing element of ‘I’ve got mine, too bad for you.’ Some people say, ‘I put 20% down on the house, why can’t you?’Bottom LineBiden’s housing plan aims to reduce or eliminate discriminatory practices in the housing industry through legislation and expanded funding, from reinstating Fair Housing Rules to broadening programs that would help low-income families.However, while Biden’s vision of fair and affordable housing is both admirable and needed, critics say that he’s doing little more than throwing money at big problems, such as the lack of affordable housing.“Biden has one solution to every problem: he’s going to spend more money on it. DENVER — Christmas gifts may not arrive in time as U.S. Postal Service offices struggle to keep up with delivery demands.James Boxrud, a USPS spokesperson based in Colorado, said they're experiencing historical mail volume.“This week is our busiest week, of our busiest month, of our busiest year ever,” Boxrud said. “We are seeing so many packages.”Millions of Americans turned to online shopping during the pandemic for everyday necessities and again for holiday shopping.“It’s like the perfect storm,” Boxrud said.USPS is overwhelmed as people experience long delays and deliveries past the promised window on priority shipping.Stephanie Turner, a teacher and business owner, said with family gatherings canceled, her package list got a little longer this year.“We would normally ship three or four boxes of gifts, and this year we are shipping five because of people we are not seeing,” Turner said. “If everybody is shipping a little bit more, it’s going to be overwhelming.”She mailed her gifts right after Thanksgiving and said they all arrived, but it’s her business she’s worried about. Turner sells custom jackets and tops on her website and Poshmark.“Right now, I have items that I mailed on Dec. 1 that still haven’t arrived, so that’s three weeks,” Turner said. “I feel really bad for my customers, but there is not much I can do.”The shipping delays tie up money — she doesn’t get paid until the package arrives.The Washington Post reported nearly 19,000 of the agency’s 644,000 workers are under quarantine after testing positive for COVID-19. They also found that mail performance plummeted and only 75% of first-class mail, like letters and bills, arrived during the promised window on the week of Dec. 5. Mail service scored 95% last year during the same time period.“We are flexing our resources,” Boxrud said.“We are borrowing people from areas of Colorado, bringing them to an area that needs some help just to try to keep up with that flow.”On Monday, USPS delivered 971,000 packages in Colorado and Wyoming, according to Boxrud.Private express carriers also stopped serving some businesses, which pushed more shipments through USPS adding to an already strained agency, the Washington Post reported.Turner is encouraging people to print out photos of gifts that haven’t arrived and wrap them up. She said she read the tip online. “Just be patient — it’s going to come,” Tuner said.Some Coloradans believe that while it’s frustrating, they understand postal workers are doing their best under the circumstances.“I feel bad for those guys,” Turner said.Many postal workers are working overtime and will work into Christmas Eve to deliver packages.
