SAN DIEGO (KGTV) - Families with children in the county's largest school district will have to wait until next year to have their kids return to the classroom.Today San Diego Unified School District leaders and School Board members announced that the goal for phase 2 of their reopening plan is January.Elementary school students would return on January 4th, after winter break. Middle and high school kids would return on January 25th.School officials say virus spread in the community could jeopardize that plan."We actually anticipate that San Diego County will move into the purple tier sometime in the next few weeks. We know that once the county moves into the purple tier we can continue with phase 1, not phase 2," said Richard Barrera, school board vice-president.Under phase 2, pre-k to fifth grade would return to campus four days a week. They'd be split up into an am or pm session. Fridays would be online. Middle and high school students would be on campus two days a week, also split into two groups, with Fridays on line. Families can still opt for remote learning."I think it's a start, I think it's a plan that should've been implemented on day one, it's just surprising that eight weeks into the school year we're just coming up with this plan," said parent Gina Smith.Smith is a family therapist and mom of an eight-year-old boy. She started a group with other parents pushing for schools to reopen. They've been holding rallies outside the school district offices. She believes the district hasn't done enough to get kids back to class."Absolutely poorly, all the way around, they've had seven months to prepare up until now, and we've had no communication up until the point that we started these rallies," said Smith.The district has been working with UCSD scientists on the reopening plan. School leaders said they've spent more than million on PPE, sanitation, social distancing measures, ventilation, and other precautions.Berrara said it's the district's goal to have a robust testing plan that would regularly test everyone who comes on campus."I don't think there is a single district in this county, or frankly in this country, that can make the claim right now that they know that if somebody comes onto one of their campuses with the virus that they are able to prevent the spread, because we don't have the testing," said Berrera.Smith said she isn't overly concerned about the virus."Our concerns are, should be on par with any normal flu season, and we should take the necessary precautions, but I think we are going to see more cases, obviously, as we have more tests," said Smith.The district implemented phase 1 of its reopening on October 13th. Since that time, there have been more than 4,000 appointments for in-person learning across 106 schools. According to Superintendent Cindy Marten, there have been zero documented outbreaks of COVID-19 and zero documented cases of transmission on campus.San Diego Unified is California's second-largest school district. But while frustration is setting in, CIF is doing everything it can to get the kids back on the field. There's nothing like high school football and the sights and sounds of Friday Night Lights, or a slam dunk on the basketball court. Unfortunately, because of COVID-19, it's wait-and-see for every high school athlete."I think it's very disappointing. Are kids, are families, are schools and communities have been waiting quite a long time and it's been tough," says San Diego Section CIF Commissioner Joe Heinz.There was hope of a December start, but as COVID-19 surged, it was negated by the California Department of Public Health. "It's definitely a fine balance across the nation as different things are happening," Heinz said. "I know our executive director is talking on a regular basis with the California Department of Health and with the governor's office."So for the time being, players, coaches, schools, and everybody else associated with high school athletics must be patient. It has everyone frustrated."You can't blame them. I think we are all frustrated. It's been a long time coming, and when you see other things going on in other states, which has been successful," said Heinz.Now, if the OK is given next month, Heinz says they will have a plan in place. However, there is no guarantee all sports can be played. "Obviously we could get to some point where we just don't have enough time to get a season in. SAN DIEGO (KGTV) — Democrats' 5-4 majority on the technically nonpartisan San Diego City Council will increase to 6-3, a majority immune to Mayor Kevin Faulconer's veto.Democrat physician Jennifer Campbell defeated Republican incumbent District 2 City Councilwoman Lorie Zapf, winning 56 percent to 44 percent.  The subtraction of one Republican could have a major impact in terms of the balance of power. SAN DIEGO (KGTV) - Explosions rang out Thursday and Friday at an ocean view La Jolla home where FBI agents served a search warrant. Agents were checking the house at 625 Wrelton Drive in an ongoing investigation when they came across “certain materials,” said FBI Special Agent Davene Butler. The County of San Diego Hazardous Incident Response Team (HIRT) and San Diego Fire-Rescue were contacted for help to detonate and dispose of unstable chemicals. The material could not be safely moved from the neighborhood, Butler said. On Thursday, people who live near the home were evacuated for their safety, according to the FBI. On Friday, they were told to shelter in place. SAN DIEGO (KGTV) - Family and friends of a disabled Clairemont woman are making a plea for the arrest of a hit-and-run driver who left her with serious injuries.Last week, a beaming Delores Odom appeared at a surprise party for her 59th birthday. One of the attendees was her friend and neighbor Maritza Gates. "She was so happy that day. It breaks my heart to see her in the hospital now in so much pain," said Gates. On Saturday just before 6:30 p.m., Odom decided to take a walk to grab dinner. She was crossing westbound on Genesee Avenue in the south crosswalk when she was hit by a vehicle that had been going westbound on Derrick Drive and made a left turn to southbound Genesee Avenue, according to police.Odom's daughter Brianna says her mother broke her back in two places. Odom has feeling in her toes, but still faces possible paralysis and requires complicated back surgery. Her recovery and rehabilitation is made more challenging because of a decades-old diagnosis of multiple sclerosis. "There's a special place for people like that. I don't understand how you could hurt someone and then leave them. My mom is one of the nicest people ever. You don't know someone's story when you leave them to die on the street," she said.Police say there is no description of the vehicle and are looking for witnesses.
