SAN DIEGO COUNTY (KGTV)-- Many Californians have not stepped out of their homes since Thursday after Governor Gavin Newsom issued the State-wide Stay-at-home order. But some are beginning to head outdoors, just with many precautions. Just a few days into the Governor's Stay-at-home order, many San Diegans are already getting cabin fever."With our gyms closed, we got to get exercise somehow," Joann Carcioppolo said. With no access to their weights and machines, Carcioppolo and her friend Janice Meyers decided to take a stroll around Pacific Beach. Of course, keeping in mind, Rule #1. "Doing our social distancing!" Meyers laughed. Families also took to the outdoors, hiking and hitting the parks. Instead of having their children clued to their devices, the Marcussen's spent the day at Calavera Hills Community Park in Carlsbad. Mother, Candice, said today, her children's playtime had a little bit of a modification. "We're not letting them play on the playground," Marcussen said. "They brought their own toys down to make sure that we stay healthy and clean."Now that kids do not have school, and parents are working from home, things can get mundane. But many said they are trying to stay positive during this global pandemic. "Were are just trying to be kind grateful for this extra time together that we wouldn't normally have had. And just roll with it because what else are we going to do?" Marcussen asked."Everybody, get out there and move!" Meyers said. "I mean, just keep that social distance. You got to get the fresh air and stay healthy. That's the biggest thing!" 1594

SAN DIEGO (KGTV)- Even after following the health and safety guidelines, many business owners are dealing with a significant setback, as they're forced to close up shop once again."It's about to be very hard right now, very hard," said Chris Cage, owner of Originality Barber Salon in North Park. "I'm trying to think if we should still keep the business, we still gotta pay rent, and we can't even use it."Cage runs the shop, a combination of a barbershop and a hair salon with his wife, Melissa Cage."She's a cosmetologist also; she's in the shop. We got four kids together," he said. After recently reopening and getting back on their feet, the alarming rise of COVID-19 cases and fear of overwhelming hospital systems has resulted in California Gov. Gavin Newsom putting restrictions back in place for some counties across the state, including San Diego.Starting Wednesday, all fitness centers, places of worship, offices for non-critical sectors, personal care services, hair salons, barbershops, and indoor malls will have to cease indoor operations until further notice.San Diego County Public Health Officer, Dr. Wilma Wooten, said outdoor haircuts would only be allowed depending on the rules and permit requirements that exist in various jurisdictions."I'm looking into going in the back patio and cutting hair outside," said Cage. For now, it's yet another uncertainty for the businesses already struggling during this pandemic."I hope we could survive this one because it costs a lot of money to be paying for something that you're not even really using," said Cage. 1584

SAN FRANCISCO (AP) — A California police officer who was killed in the line of duty was hailed Saturday as a "Fiji-born American hero" who made the ultimate sacrifice for his adopted country. At a funeral held for Cpl. Ronil Singh, mourners remembered the 33-year-old officer as a hard-working immigrant who worked his way up to become an officer in the small town of Newman. He "stood so much for what is right in our world and yet unfortunately was taken too soon from us by what is wrong in our world," Modesto police Officer Jeff Harmon said at the service in a Modesto church.RELATED: Suspect wanted in Newman cop killing arrested near BakersfieldHe "probably more than anything else wanted to be home on Christmas night with his wife and his young son, but instead made a selfless choice to serve all of his community knowing that there are many more than just his own family that needed his protection that night."Singh was shot to death in the early hours of Dec. 26 after he pulled over a suspected drunk driver. The gunman fled, and a two-day-long manhunt led to the arrest of a man who authorities said was in the country illegally and was preparing to flee to Mexico.Gustavo Arriaga Perez, also 33, has since been charged with murder.RELATED: 'We're a family': Newman Police mourn loss of a fellow officerThe case has rekindled a debate over California's sanctuary law that limits cooperation by local authorities with federal immigration authorities. President Donald Trump has cited Singh's killing to call for tougher border security amid a fight with congressional Democrats over funding for a border wall. The impasse has forced a partial government shutdown that entered a 15th day Saturday. At his funeral, however, Singh's brother and colleagues focused on his achievements and playful personality.Singh grew up in a Fijian farming town and emigrated to central California in 2003. He joined the 12-member Newman police department in 2011 after attending police academy and serving as a volunteer, animal control officer and code enforcement officer at other agencies in the region.RELATED: Sheriff: California officer's killer is in the US illegally"He told me he came to this country with one purpose, and that purpose was to become a police officer," Newman Police Chief Randy Richardson said. "He told me about all the pride he had in America, and how much it meant to get this opportunity."Singh served as a K-9 officer before being promoted to a corporal at the Newman police department. He earned a bachelor degree in administration of justice two years ago with the goal of becoming a sergeant, said his friend, Modesto police Detective Ra Pouv."Ronil and I are both immigrants to a country we truly love, and we both view serving our country and community through law enforcement as important to who we are," said Pouv, who is from Cambodia. "It is our way of giving back to a country that embraced us and our family."RELATED: Police killing suspect was fleeing to Mexico, sheriff saysThe Fijian ambassador to the United States, Naivakarurubalavu Solo Mara, said Singh made his mark in his adopted country and called him a "Fiji-born American hero."Singh's widow was at the funeral but did not address mourners; his 5-month-old son can be heard cooing during the service. A slideshow shown during the service featured photos of the smiling officer posing for Christmas photos with his family, working with his colleagues and cuddling Sam, his black Labrador K-9 dog.On Friday, his casket was draped in an American flag and driven about 25 miles in a procession from Modesto into a theater in the small town of Newman for a viewing. People lined up along the streets to honor the fallen officer. After Saturday's funeral, Singh's body was taken on a procession to its final resting place at Lakewood Memorial Park in the nearby town of Hughson. 3876

SAN DIEGO, Calif. (KGTV) - Christmas morning, more than 700 families drove through a toy and food distribution at the Jacobs Center on Euclid Avenue in San Diego. Families were given boxes of food from the San Diego Food Bank, plus every child was able to get out of their car to receive at least three wrapped gifts. There were also free gift cards available.“My little one smiled. He was so happy,” said Elsa Sarabia, a mom of five who drove through.Sarabia said she works as a chef, and both she and her husband have lost hours at work this year. This event meant more gifts for her children that she might not have otherwise been able to afford.“We don’t have a lot of money to buy stuff for the kids and we appreciate everything you do for us,” she said, thanking the organizers. This is the fourth time this event was held. It’s hosted by Shane Harris and the People’s Alliance for Justice, with support from Supervisor Kristin Gaspar and the San Diego Lifeguards. The event had to adapt this year to be safe due to coronavirus, but Harris said they knew they had to make those changes to continue to fill this need. The breakfast would usually take place in a big hall, but organizers designed a drive-through format for 2020.“Really just trying to make sure the needs of the community are met particularly at a time where COVID-19 has made it really difficult for a lot of families economically,” said Harris. One volunteer was dancing through the whole morning as she distributed food, saying she was glad to give up her Christmas morning if it meant helping those in her community who needed it this year."A lot of these people do appear to be in great need. COVID has hit people that I’m sure never expected to be in this position," said volunteer Sharon Klatt, taking a pause from yelling 'Merry Christmas!' to everyone driving through. 1853

SAN DIEGO, Calif. (KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal. The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open. They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline. When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922
