LOS ANGELES (AP) — Wealthy California political donor Ed Buck was indicted Wednesday by a federal grand jury for two overdose deaths in his West Hollywood apartment and charges he provided methamphetamine to three other men, one of whom survived two overdoses.The indictment returned in U.S. District Court charged Buck with distributing meth resulting in the deaths of Timothy Dean in January and Gemmel Moore in 2017. Buck had previously been charged in Moore’s death after his arrest last month.Buck, 65, who is white and has given hundreds of thousands of dollars to Democratic causes, preyed on vulnerable men, most of them black, some of them homeless and addicted to drugs, and pressured them to let him inject them with drugs as part of a sexual ritual, prosecutors said.A defense lawyer has previously said Buck, 65, denies a role in both deaths.In addition to including a charge for Dean’s death, the indictment adds charges that Buck provided meth to three other men, including one who said Buck threatened him with a power saw in December if he didn’t leave his apartment and another who overdosed twice in a week last month before escaping the home to get help.That last victim’s harrowing account led to Buck’s arrest _ more than two years after activists began staging rallies outside his rent-controlled apartment and pressuring the local district attorney to bring charges in the July 27, 2017 death of Moore, 26.Moore’s mother and her supporters have said Buck got favorable treatment because of his status and reputation and that the victims were ignored because they were gay black men, drug users and often sex workers. The activists had repeatedly warned that if Buck wasn’t stopped, others would die.Five months after Los Angeles County District Attorney Jackie Lacey declined to bring charges in Moore’s death, Dean, 55, was found dead Jan. 7 on the floor of Buck’s living room _ the same place Moore died.The Los Angeles County Sheriff’s Department reopened the case after Dean’s death. In July, the U.S. attorney’s office took the case after sheriff’s detectives approached a federal task force investigating opioid overdoses.Lacey, who is black, has said politics played no role in her decision not to prosecute Buck in the deaths of the two men. She defended her decision and said there was insufficient evidence to proceed with murder charges.The federal charges bring a mandatory minimum sentence of 20 years if Buck is convicted. That penalty would be greater than the state drug charges he was arrested on, Lacey said.Buck ran unsuccessfully in 2007 for City Council in West Hollywood, which is known for its large LGBTQ community. LOS ANGELES (AP) — Georgia Engel, who played the charmingly innocent, small-voiced Georgette on "The Mary Tyler Moore Show" and amassed a string of other TV and stage credits, has died. She was 70.Engel died Friday in Princeton, New Jersey, said her friend and executor, John Quilty. The cause of death was unknown because she was a Christian Scientist and didn't see doctors, Quilty said Monday.Engel was best known for her role as Georgette on "The Mary Tyler Moore Show," whose character was improbably destined to marry pompous anchorman Ted Baxter, played by Ted Knight.Engel also had recurring roles on "Everybody Loves Raymond" and "Hot in Cleveland." She was a five-time Emmy nominee, receiving two nods for the late Moore's show and three for "Everybody Loves Raymond."Engel's prolific career included guest appearances on a variety of shows, including "The Love Boat," ''Fantasy Island," ''Coach" and "Two and a Half Men." LOS ANGELES, Calif. – Public health officials in Southern California are taking extra precautions this Fourth of July weekend as Los Angeles experiences a spike in COVID-19 cases.The Los Angeles County Department of Public Health is ordering the county’s beaches be closed Friday morning through Monday morning. Officials hope this prevents dangerous overcrowding that could result in the spread of the novel coronavirus.For that same reason, the department is also prohibiting fireworks displays in the county during the holiday weekend.Beach parking lots, piers, bike paths and access points will be closed, as well.The health department says key metrics show steep increases in community spread. On Monday, officials announced more than 2,900 new cases of COVID-19, which is the single largest one-day case count since the pandemic began.Projections by the Department of Health Services show a clear increase in area hospitalizations in the coming weeks, which could cause a surge in the health care system.“Closing the beaches and prohibiting fireworks displays during this important summer holiday weekend was an incredibly difficult decision to make, but it’s the responsible decision to protect public health and protect our residents from a deadly virus. LOS ANGELES (AP) — ViacomCBS says it's cutting ties with Nick Cannon because of what the media giant called his 'hateful speech" and anti-Semitic theories. The company's move came in response to remarks made by Cannon on a podcast in which he discussed racial bias with a former Public Enemy member, Richard Griffin. According to NBC News, Cannon said on the podcast episode, which was shot last year but aired on June 30, that Black people were the "true Hebrews" and talked about anti-Semitic conspiracy theories involving the Rothschild family.Cannon produced "Wild 'n Out," a comedy improv series for VH1, the ViacomCBS-owned cable channel. He accused the company in a lengthy Facebook post of trying to silence an "outspoken black man" and said he wants full ownership of the "Wild 'n Out" brand. LOS ANGELES (AP) -- California Gov. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited.
