SINGAPORE, Nov. 15 (Xinhua) -- Visiting Chinese Vice President Xi Jinping met here on Monday with Singapore Prime Minister Lee Hsien Loong. He said the two countries have forged close cooperation in various areas, adding that Singapore is willing to further enhance cooperation with China in bilateral and multi-lateral areas.After the meeting, Lee and Xi witnessed the signing of the following three agreements: the Memorandum of Understanding (MOU) between the National Heritage Board of the Republic of Singapore and the State Administration of Cultural Heritage of the People's Republic of China on Museum Cooperation; the Agreement on the Details of Implementation between the National University of Singapore and Suzhou Municipal Government (Suzhou Industrial Park Administrative Committee) on the Joint Establishment of the National University of Singapore (Suzhou) Research Institute; and the MOU on the Establishment of a Cooperative College by the Nanyang Technological University (NTU) in Sino-Singapore Tianjin Eco-city.At the invitation of Singapore Prime Minister Lee Hsien Loong, Xi arrived in Singapore on Sunday for a three-day official visit.
BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. BEIJING, Nov. 30 (Xinhua) -- Chinese Vice Premier Li Keqiang said more follow-up efforts should be scientifically made to ensure the Three Gorges' continuing safe operations and to make full use of the project after its preliminary construction is finished on time.Li made the remarks while chairing the 17th plenary meeting of the Three Gorges Project Construction Committee under the State Council, or the cabinet.The meeting discussed the examination and acceptance report of the project and the follow-up layouts.The preliminary design and construction of the Three Gorges were finished on time and the project reflects the good quality of the construction, in general, which worked well in flood control, while having generated more than 400 billion kilowatts of power, according to reports from the meeting.Chinese Vice Premier Li Keqiang (C) presides over the 17th plenary meeting of the Three Gorges Project Construction Committee under the State Council, in Beijing, capital of China, Nov. 30, 2010.
