SAN DIEGO (KGTV) — A number of San Diegans who were abroad in Peru are now stranded there amid the coronavirus outbreak. On March 15, as the disease spread, the Peruvian government declared a 15-day national quarantine, eliminating travel out of the country. The U.S. government has taken the first 600 American tourists out of Peru, but the San Diegans who are still there say they still don't have concrete information on when it will be their turn. "It's been a bit of an emotional roller coaster but right now it's seeming that there's light at the end of the tunnel knowing that the State Department is working on repatriation flights, so I'm feeling hopeful right now," said Dr. Rupa Prasad, an anesthesiology resident at U.C. San Diego health.Prasad has been in Peru since March 8 for a capacity building medical mission with Dr. Reema Sanghvi, a U.C. San Diego anesthesiologist on the faculty. Sanghvi says the Peruvian citizens have treated them with a lot of respect and hospitality, but they want to get home to help their colleagues at a critical time. Andrew Palm, 25, has been living in Lima since December, where he enrolled in a Spanish language immersion program. He says the restrictions are tight, and that military officers will question people on the street who aren't wearing a mask or carrying grocery bags, the only acceptable ways to go outside. "The reason I want to come back home is because I don't know how bad this is going to get," said Palm, whose family lives in Rancho Bernardo. SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores. The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading. The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core. The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

SAN DIEGO (KGTV) -- A man who reportedly threatened to “kill all the gays and children” at the San Diego Pride parade was charged with three bank robberies after authorities linked him to both the threats and the robberies. According to authorities, Andre Lafayette Holmes was linked to three bank robberies in San Diego County spanning from 2016 to 2019 after reportedly making the threats against Pride. FBI agents identified Holmes following threats he made to Pride organizers on July 10, 2019, according to a news release from the U.S. Attorney’s office. In the first of two late-morning calls to organizers of the parade, the caller said: : “I think I’m going to have to kill all the gays and the children.” He then repeated, “I’m going to have to kill the f------ and children.” The employee asked, “Sir, what’s your name?” The caller replied: “I don’t like them” and “I hate the f------," the U.S. Attorney's office says. Authorities say he then hung up the phone before calling again about four minutes later, stating: “F--- Donald Trump. I hate Hillary. I hate f---. I’m going to shoot up the Pride event.” San Diego Police were able to track Holmes down near Miramar College using his cellphone. After searching his vehicle and home, investigators found evidence linking him to the bank robberies, including a semi-automatic pistol, a rubber “old man” mask, a large bag of cash and clothes believed to have been worn by the bank robber. Holmes is accused of robbing a US Bank on Campo Road in Spring Valley on November 4, 2016; Mission Federal Credit Union in San Diego on June 14, 2018, and California Bank and Trust on Fifth Avenue, also in San Diego, on June 28, 2019. According to the U.S. Attorney, authorities are evaluating further charges for Holmes’ threats to the San Diego Pride Parade. 1817
