SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789

SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) - The Downtown San Diego Partnership is relaunching a program to help businesses impacted by the COVID-19 pandemic.A new round of the organization's Downtown Loyalty program launches at noon on Tuesday. It allows people to buy discounted gift cards to some of downtown's most recognizable restaurants, coffee shops, retail, and services."It's a digital gift card sale," said Sarah Brothers, marketing and communications director for the Downtown San Diego Partnership. "So you're able to buy a gift card to your favorite downtown locations. And for every purchase, you get a free funded by philanthropy."It allows the customer to get more than what they paid for, and it's extra revenue for the business at the receiving end.The program is made possible through fundraising and donations.The first round of the Downtown Loyalty program's gift card sale sold out in four days when it launched in July. It provided nearly ,000 in direct revenue to struggling businesses in downtown San Diego. There is hope the second round of gift card sales will have even more significant impact, with nearly ,000 to support businesses. 1163

  

SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. RELATED: San Diego's top neighborhoods to get more rental space for the money"It's been expensive to live here, but it's expensive to live anywhere," said Tomi Barnett, who lives in Colina del Sol. "It's starting at ,200 or ,300 (a month) for a one-bedroom."The steep price increases have led to concerns that the opportunity zones could ultimately price people out of their own neighborhoods. Erik Tilkemeier, who does economic development for the City Heights Community Development Corporation, said his group is working with officials to make sure the investments also benefit the community.RELATED: Making It In San Diego: How housing got so expensive"Our sidewalks are deplorable in a number of neighborhoods, the walk-ability is not what it should be," he said.
