SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) - Many of the 134 cats rescued from a Lakeside apartment are up for adoption in County animal shelters. Sheriff’s deputies who were conducting a welfare check at the apartment Thursday discovered the cats and called animal services.Most of the animals appear to be healthy and well-fed, though stand-offish at the moment. SAN DIEGO (KGTV) — Malls across San Diego County did not experience the rush of last-minute shoppers on Christmas Eve, as the coronavirus continues to take its toll on the economy and life in general."We used to have to have the employees park in a different section that was further away so it left the open spots for customers, we haven't needed to do that this year," said Caitlin Todd, manager at Grossmont Center's Prevue Formal and Bridal.Todd said other than Target and Sees, the mall has been less busy this holiday season. She said it's not just the economy, but also that the coronavirus has made in-person shopping a more practical matter. "With restaurants not having as much ability to have indoor dining or outdoor dining, it's been more of a 'come, get what you need and leave,' kind of shopping experience, versus an all-day thing with the family," she said. The virus has taken a toll on the retail industry, with employment in department stores down 28% compared to the same time last year. Malls have instituted social distancing, limited entertainment, and retailers are limited to 20% capacity - meaning lines to get in. But according to Veterans United Home Loans, VA loans in California are surging, and they’re up 15 percent this year in San Diego.Navy veteran Robert Streets and his wife Corrie are part of that surge."There was a large cabinet that came out here, and we knocked that down," says Streets in his recently remodeled kitchen.The Streets are proud to show off their new home. "I own this, and I can do whatever I want. I don't have to ask somebody if I can put a hole in the wall or hang a picture."While Millennials are struggling to buy in San Diego, Millennial Veterans are surging in home purchases, up 61 percent according to Veterans United with an average purchase price of almost 0,000. And for the Streets, it was made possible using a VA Loan. "They got all the paperwork together, all the legal stuff sorted out, and they actually made the condo VA qualified so that we were able to use our VA loan. Which wouldn't have ever been in here if it wasn't for that," says Corrie Streets.The Streets are far from alone. He says in some cases veterans and service members, if they qualify, can get a VA loan for no money down. The average 30-year rate for June was 4.2 percent, better than most conventional loans. "They don't have to build pristine credit,” adds “Birk. “And one of the biggest benefits is that so many veterans and service members aren't weighed down by student loan debt."And then there are vets like Wendell Stone. He and his wife Tessie rented for 30 years. That's when their daughter-in-law Aurora Perez, a realtor at Century 21, helped them understand they could qualify for a VA loan."They were able to purchase a home with my help in the Temecula area,” says Perez. "And then they were able to purchase another home in Oceanside and turn that into an investment property."Currently, there is a 0,000 cap on VA loans in San Diego County. SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says.
