SAN DIEGO (CNS) - A mosquito caught in routine trapping in the Black Mountain Ranch area has tested positive for West Nile virus, the first appearance of the virus in San Diego County in 2020.County environmental health officials remind people to protect themselves from mosquitoes, which can potentially transmit, disease by following the county's "Prevent, Protect, Report" guidelines -- including finding and dumping out standing water in yards and around homes to keep mosquitoes from breeding.Incidences of West Nile virus were mild in San Diego County in 2019. Three people tested positive, but there were no fatalities and all three people were suspected of having contracted the virus while outside the county.However, West Nile virus remains a potentially deadly threat in San Diego County and the state, officials said. In 2015, 44 San Diego County residents tested positive for West Nile virus and six died. In 2019, 225 California residents became sick from West Nile virus and six died, according to the California Department of Public Health.West Nile virus is mainly a bird disease, but it can be transmitted to humans by a number of species of mosquitoes -- including Culex mosquitoes native to San Diego and, less effectively, by invasive Aedes aegypti mosquitoes also found in the county -- if they feed off an infected animal, mainly birds, and then bite people.Eight out of 10 people who get infected never suffer any symptoms. The 20% who do generally suffer mild symptoms including headache, fever, nausea, fatigue, skin rash or swollen glands. But in rare cases, West Nile virus can make people extremely ill and even kill them.Protecting against mosquitoes has become even more important for San Diego County residents in recent years. Since 2014, three types of day-biting, invasive Aedes mosquitoes have been found in the county. All of these mosquitoes tend to live and breed near people, in yards and even inside homes.Two of these species can potentially transmit diseases not naturally found here. Those include chikungunya, dengue and Zika -- but only if mosquitoes first bite an infected person. In general, that means local invasive Aedes mosquitoes could only transmit those diseases if they found and bit San Diego County residents who picked up the virus while traveling and returned home still infected.San Diego County residents may be more vulnerable to being bitten by mosquitoes around their homes now because many have been spending more time at home because of the coronavirus pandemic. Environmental health officials remind people to dump out or remove any item inside or outside of homes that can hold water, such as plant saucers, rain gutters, buckets, garbage cans, toys, old tires and wheelbarrows.Mosquito fish, available for free by contacting the Vector Control Program, may be used to control mosquito breeding in backyard water sources such as stagnant swimming pools, ponds, fountains and horse troughs.Wear long sleeves and pants or use insect repellent when outdoors. Use insect repellent that contains DEET, picaridin, oil of lemon eucalyptus or IR3535. Make sure screens on windows and doors are in good condition and secured to keep insects out.Report increased mosquito activity, or stagnant, green swimming pools and other mosquito-breeding sources, as well as dead birds -- crows, ravens, jays, hawks and owls -- to environmental health's Vector Control Program by calling 858-694-2888 or emailing vector@sdcounty.ca.gov. SAN DIEGO (CNS) - Authorities Tuesday publicly identified a 15-year-old boy who was fatally shot last week in Barrio Logan.Patrol personnel responding to reports of gunfire in the area of Chicano Park shortly before 10 p.m. Friday found a large gathering of people standing in a parking lot and a motorist beginning to drive away in a silver sedan, according to police.Seeing the arriving officers, the group, including two people in the car, scattered, Lt. Andra Brown said.RELATED: 15-year-old fatally shot near Chicano ParkInside the vehicle, police found Brian Romo of San Diego, who had been shot in the upper body. Paramedics took him to a hospital, where he was pronounced dead.The motive for the shooting remains unclear, and no arrests have been made in the case."While the investigation continues, very little is known about the circumstances leading up to the (victim's) death," Brown said. "Detectives are attempting to locate evidence and any possible witnesses. Investigators are aware of the large crowd present at the time of the incident and would like to speak to them. SAN DIEGO (CNS) - A pedestrian was fatally struck by a vehicle Wednesday morning in the Midway District, police said.Dispatchers received a call shortly before 5 a.m. from a driver who reported hitting a pedestrian on Sports Arena Boulevard near West Point Loma Boulevard, just south of Interstate 8, San Diego police Officer Scott Lockwood said.The victim, a man believed to be in his 30s, was taken to UCSD Medical Center, where he was pronounced dead, Lockwood said.The driver remained at the scene and cooperated with investigators, but no details about the driver or the vehicle were immediately available, the officer said.The circumstances leading up to the crash were under investigation. 704

SAN DIEGO (CNS) - Just one bid was received for San Diego's next utility franchise agreement -- a minimum million offer from San Diego Gas & Electric to provide the city's gas and electric utilities for the next 20 years, it was revealed Thursday at a special meeting of the City Council.After months of public comment, debate and concern over the franchise agreements, the lone bid -- actually split into a million bid for natural gas and million for electric -- was a surprise for many who believed multiple energy companies had expressed interest.The utility franchise agreement bid was unsealed and presented as an informational item. The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Mayor Todd Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow new elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Many of the callers who weighed in Thursday urged the council to ask Gloria and SDG&E for a one-year extension rather than forcing a bad decision during an economic crisis. That route would be accessible with two-thirds council approval and would continue the service under the previously signed franchise agreement, City Attorney Mara Elliott said.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay."This is a process which has been undertaken for well over two years," he said. Berkshire Hathaway and Indian Energy had both expressed interest previously but failed to submit bids.Callers, many of whom represented environmental and progressive organizations, urged the council and Gloria to make sure any agreement was in compliance with the city's Climate Action Plan and included a Climate Equity Fund, two-year audits, a right-to-purchase clause if the franchise holder failed to meet standards, and an evaluation of public power.Councilwoman Monica Montgomery Steppe said she had major issues with the bid standards as they stood, but would not approve a plan which did not offer protections for union workers. 4402
