BEIJING, April 12 (Xinhua) -- Chinese President Hu Jintao left here Monday morning for the upcoming Nuclear Security Summit on April 12-13 in Washington at the invitation of the U.S. President Barack Obama.Hu will deliver a speech stressing the importance of nuclear security and clarifying China's policy on the issue. Hu said China hopes to work with France to maintain high-level exchanges and dialogue and consultations on major issues of common concern.Hu also suggested both sides boost pragmatic cooperation. CHIFENG, Inner Mongolia, April 10 (Xinhua) -- As a massive drought is plaguing most parts of southwest China, the dry spell is also spreading to many areas of the country's north.More than 250,000 people are short of drinking water in the sparsely populated Chifeng City of north China's Inner Mongolia Autonomous Region.More than 272,800 cattle also lack drinking water, an official with the municipal water conservancy bureau told Xinhua Saturday.The nine major reservoirs in the city of 90,000 square kiloters in territory just hold 91.75 million cubic meters of water, down 73.7 percent from the same time last year.Adding to the woe, 62 percent of the city's mid- and small-sized reservoirs have dried up, the official said.Major rivers also see a decrease of 77.4 percent in water volume.Even though Chifeng city has suffered from successive years of drought since 1999, this year's has been the gravest in the past decade, the official said.The government has mobilized more than 626,300 people in the drought relief work, with more than 30.33 million yuan (about 4.46 million U.S. dollars) of special-use fund, the official said.

BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.
