BEIJING, Nov. 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee convened a meeting here on Friday, analyzing and studying the economic work of next year and setting out major tasks.     The meeting said that this year has been eventful and the country has risen to many daunting challenges, including the global financial crisis and domestic natural disasters. The economy has maintained a stable and relatively fast growth and society has been stable, which are hard-won achievements, it said.     The meeting, chaired by CPC Central Committee General Secretary Hu Jintao, warned that the worsening global financial crisis would have more impact on China's economic development, urging the country to take more precautionary measures to meet the challenges.     The meeting said that next year, which marks the 60th anniversary of the founding of New China, the nation should boost domestic demand for a stable and relatively fast economic growth, accelerate the transformation of development patterns and structure adjustment for sustainable development, deepen the reform and opening-up drive and solve problems that concern the people's interests for a healthy and rapid economic and social development.     Maintaining a stable and relatively fast economic development should be the foremost task for next year's economic work, it said, urging a better combination of ensuring growth, boosting domestic demand and adjusting structure.     An "active" fiscal policy and "moderately loose" monetary policy should be continued, and measures including tax reduction and increasing central government investment should be taken to safeguard the people's livelihood, stimulate domestic demand and transform development patterns, it said.     Consumption, rural consumption in particular, should be actively boosted and a set of major projects on livelihood, infrastructure and environment protection should be launched.     The position of agriculture as the foundation of the economy should be strengthened and agriculture production be boosted, it said.     The stable growth of foreign trade should also be maintained.     Structural adjustment should be accelerated, including developing the high-tech industry, small and medium-sized enterprises, the service sector and coordinating regional development.     More progress should be made on energy saving and emissions reduction and pollution treatment be stepped up, the meeting urged.     Rural reform and financial reform should be deepened, and people's livelihood should be improved and more jobs be created, it said.     The meeting also agreed in principle suggestions on judicial reform by the CPC Central Political and Legal Affairs Commission.     The reform should meet the judiciary needs of the people and aim at promoting social harmony, beef up measures to tighten the restraint on and supervision over the use of power, and remove barriers that hamper justice, it said.

BANGKOK, Nov. 30 (Xinhua) -- The first Chinese charter plane organized by Chinese government landed Saturday afternoon at U-Tapao airport, some 180 kilometers from Bangkok to bring back home Chinese tourists stranded in Bangkok due to anti-government protestors' siege of the two Bangkok airports.     The first flight from China Eastern Airlines, a A300 airplane, arrived at about 4:30 p.m. local time (0930GMT) at the small and crowded military airport to board 261 passengers back to Shanghai. It will be followed by four other charter planes, from the China International Airlines, China Southern Airlines and Shanghai Airlines.     The five planes will take the first batch of some 1,400 stranded Chinese back to Beijing, Guangzhou and Shanghai, hopefully to take off on late Saturday. Chinese tourists, once stranded after the closure of airports in Bangkok, arrive at Shanghai Pudong International Airport, in Shanghai, on Nov. 29, 2008. The 46 tourists returned to Shanghai on Saturday aboard a Dragonair flight. They had to drive to Phuket island, more than 1,000 km south of Bangkok, to be flown to Hong Kong and then the Chinese mainlandChinese Ambassador to Thailand Zhang Jiuhuan, who arrived at the airport to receive the first flight, said that the Chinese government has arranged the second batch of planes to fly to Thailand on Sunday.     At the airport, which the Thai government made a make-shift international air departing port, over 10,000 passengers flooded into the airport since the morning, causing heavy traffic jam on ways from Bangkok towards the airport.     Nearly 100,000 passengers have missed flights since People's Alliance for Democracy (PAD) protestors besieged and shut down Bangkok's two main airports Suvarnabhumi International Airport and Don Mueang domestic airport on Tuesday. The total number of the affected travelers could hit 300,000 as the two airports remained closed, Tourism and Sports Minister Weerasak Kowsurat said Saturday.     The total of stranded Chinese, including those from Chinese mainland, Hong Kong, Macao, was estimated at about 4,000, according to the Chinese Embassy here.

TIANJIN, Jan. 20 (Xinhua) -- Chinese Vice President Xi Jinping has called for government and party officials to maintain their political integrity and lead the people to overcome difficulties amid hardships.     Xi, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during an inspection tour to the northern coastal city of Tianjin from Sunday to Monday. BEIJING, Jan. 26 (Xinhua) -- Finance Minister Xie Xuren said Monday there would be growing difficulty balancing China's budget this year, and he urged officials to avoid unnecessary spending.     In a Lunar New Year greeting on the ministry's homepage, Xie said that the external and internal conditions affecting China's social and economic development in 2009 were "very severe" and more difficulties had to be overcome to achieve "steady and relatively fast" economic growth.     Xie said government funds should be used efficiently as the government carried out an active fiscal policy to support public investment while cutting taxes.     To stimulate the economy, the government has raised export tax rebates three times since July, increased farm subsidies and endedthe value-added tax for equipment purchases -- a move that's expected to reduce companies' tax bills by 120 billion yuan (about 17.4 billion U.S. dollars) a year.     Moreover, the threshold for individual income tax, which now stands at 2,000 yuan per month, is likely to rise.     Although 2008 fiscal revenue grew an estimated 19 percent from 2007 to some 6 trillion yuan, the economic slowdown, falling corporate profits and tax cuts drove down fiscal revenue in the second half of last year.     Last year, the economy grew 9 percent year-on-year, ending a five-year period of double-digit growth.     Xie said earlier this month that the fiscal decline might continue this year. The Finance Ministry has imposed tighter controls on the general administrative expenditure of local governments.     For example, local governments have been ordered to limit the year's spending on car purchases, meetings, catering and overseas travel to no more than the amounts spent last year.     Jiangxi Province has urged officials to avoid unnecessary travel and vowed to cut meeting outlays by 20 percent from the 2008 level, catering expenses by 10 percent, and international business travel costs by 10 percent.     Many local governments, meanwhile, said they would step up investment spending in 2008. Shaanxi Province, for example, said it planned to invest 40 billion yuan in education, job re-training, public sanitation and social security, up 21 percent from last year, while Henan Province will invest 40 billion yuan to raise living standards.     These and other local governments announced investment plans after the central government put together a 4-trillion-yuan stimulus package in response to ebbing growth.

BOSE, Guangxi, Oct. 21 (Xinhua) -- China's top lawmaker urged the southwest Guangxi Zhuang Autonomous Region to build more transportation infrastructure and accept more industries from developed areas.     Guangxi should try to find a road for development compatible to its own realities, said Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), during his tour of the region which wraps up Wednesday.     Wu said the region should use the advantages it has such as low labor costs and natural resources to develop rural areas.     Wu, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited local villages, factories and schools to talk about rural reforms made at the recent Third Plenary Session of the Seventeenth CPC Central Committee.     He said the region should use its advantage of having a lengthy coastline and many sea ports, to make the Beibu Gulf Economic Zone the top recipient of development.     During his tour, Wu paid a visit to the Bose Memorial Hall, in Bose City. It was built to commemorate a 1929 uprising led by revolutionaries including Deng Xiaoping.     He laid a floral basket in front of the statues of Deng and his comrades. Deng is known as the Chief Architect of China's 30 year-old Reform and Opening-up drive.
