SAN DIEGO (KGTV) -- The California Tower at San Diego’s Museum of Man has finally reopened following a months-long upgrade. The tower closed on February 18 of 2019 for a seismic retrofit to protect against earthquakes. The upgrade was done using funds from the City of San Diego and FEMA. It cost ,748,550. SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692

SAN DIEGO (KGTV) -- The newest cheetah cub at the San Diego Zoo has begun a training program to become one of the zoo's animal ambassadors.10News was taken inside the cheetah habitat Wednesday for a behind-the-scenes look at the process, focusing on a five-month-old cub, Roketi."She actually came from a litter of six at a zoo in Texas," said Nicki Boyd, the zoo's Behavior Husbandry Manager. "Unfortunately, she was the runt and not thriving. She had five brothers who were stealing all the milk."Because Roketi could have died by staying with her mother and siblings, she was removed and reared by humans, then sent to the San Diego Zoo.Because of her comfort level with people, Roketi was chosen to train as an animal ambassador. That means she'll be part of the "Animals in Action" program, which gives visitors a closer view and more interactive experience with zoo animals.Many visitors are surprised to see dogs in the habitat with cheetahs, but experts say the dogs help young cheetahs adjust, play, and learn how to interact with humans.The training can take months. "We don't just throw them in together," explained Charmaine Davis, who heads the program. "It's a process. It's all this passive training, day by day."Davis says they use dogs of several different breeds. More important is to find dogs which are the appropriate size to play with a cheetah, not too big or too small.Davis says the zoo is proud to use rescue dogs. "We try, best we can, to find them in the local shelters, giving them a forever home here at the San Diego Zoo with a beautiful, spotted cheetah." 1595
