CHULA VISTA, Calif. (KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. CHULA VISTA, Calif. (KGTV) – A stretch of Chula Vista’s famed Third Avenue will be closed every Sunday in August to allow for expanded outdoor dining and other activities, all while practicing social distancing.The Third Avenue Village Association announced that Third Avenue will be shut down to traffic from E Street through Center Street starting Sunday, Aug. 2.The cross streets of E Street, Davidson Street, and F Street will be open for vehicle traffic. All closures will be noted by signs or barriers.RELATED: Third Avenue may open for weekend outdoor dining through 2020In a news release, the Third Avenue Village Association said the goal of the closure is to provide “outdoor dining options, business exploration and walking and cycling space, while allowing visitors to maintain safe social distancing during the COVID-19 pandemic.”Earlier in July, the Chula Vista City Council approved permits that would allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. 1040

CHULA VISTA, Calif. (KGTV) -- The City of Chula Vista is highlighting local businesses that are adapting to serving customers outdoors because of the pandemic. City officials started posting pictures on the city's Facebook and Instagram pages on Monday. Since Monday, they've highlighted barber shops, art galleries, restaurants and yoga studios. The city is calling them ABC, or Accommodating Business Champions. The plan is to feature a different business every day. Itaglo Pasta Bar was one of the businesses featured. Owner and Chef Alejandro Vicens says he was happy to see his business featured by the city. Like so many businesses, Vicens has moved everything outdoors to be able to continue to operate. The city says it plans to continue highlighting business that are moving outdoors. City staff also tells 10News they've been going around the city taking pictures of those that are doing things properly to serve their customers. On Sundays during the month of August, Chula Vista also approved for a portion of Third Avenue to be closed to traffic, so businesses can expand onto the street. 1111

CHULA VISTA, Calif. (KGTV) -- Parents at Eastlake High School are asking the Sweetwater Union High School District board to investigate a math teacher that students accuse of making inappropriate comments. The parents say the issue started last spring when the teacher made comments about erectile dysfunction in class. Other parents say the teacher hardly teaches, forcing their kids to fall behind. Dan Huslin, a parent of an Eastlake High sophomore, said the school's principal told him last year the teacher was suspended, but this year he found out he's back in the classroom. Huslin said when he asked about why he returned, the current principal told him the district was providing the teacher counseling to help him improve. On Monday night, parents spoke at a Sweetwater district meeting and asked the board to investigate and remove the teacher. Also, parents asked the district to provide math tutoring for the students who are now behind. A district spokesperson told 10News the teacher was not suspended last year and was instead out for personal reasons, adding that they couldn't comment on whether the teacher is receiving any counseling because it is a personnel matter. The spokesperson did say the parents concerns are being addressed, but wouldn't specify how. 1288

CHULA VISTA, Calif. (KGTV) -- A former longtime employee of the Sweetwater Union High School District pleaded not guilty Tuesday afternoon to felony charges of embezzlement. Danya Williams, 42, is charged with embezzling more than ,000 over 18 months beginning in June of 2017. Williams worked for the district for 17 years in the accounting department and most recently human resources. According to prosecutors, she was in charge of taking money orders to pay for background checks of job applicants. She's accused of altering the money orders; making them payable to herself. Prosecutors say she deposited 800 money orders into her own personal account. "Some that weren't hired can request them back. When some of them were asked for them back, they discovered they were never deposited into an account," said Deputy District Attorney Kimball Denton. Williams resigned from the district when the allegations surfaced. She's out of jail on a ,000 bond. She could face four years in prison if convicted. She has no criminal record. "It's very disappointing and sad when people who we trust within our school communities do brazen things like this that breach that trust and we're going to be holding her accountable for her actions." "She probably ranks in the top ten of the most nervous I've ever had. She's about to have a breakdown today. She's extremely nervous, and again, she's the nicest person you'll ever meet. I understand the other side as well," said defense attorney Kerry Armstrong. Her preliminary exam is scheduled for April 30th. 1563
