SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159

SAN DIEGO (KGTV) — Jurors have reached their verdict in the trial of a man accused of killing a Navy sailor on a Logan Heights freeway ramp in 2018.Edson Acuna, 26, was found guilty of first-degree murder, robbery, and several other charges in connection with the murder of 21-year-old Curtis Adams on Oct. 27, 2018. Adams was driving on I-15 at about 2 a.m., when he came upon what appeared to be a disabled vehicle. As Adams got out of his vehicle to check on the car's occupants when he was shot.Prosecutors say Acuna and three others had burglarized a Mt. Hope home that night, before getting into a shootout with the home's residents. As they fled, one of their vehicle's tires were shot out. Adam's girlfriend was also in the car with him at the time of the shooting.Acuna's 22-year-old brother, Brandon, and two other co-defendants, Harvey Liberato, 25, and Susana Galvan, 39, have pleaded guilty to charges including voluntary manslaughter and being an accessory after the fact.Adams enlisted in the Navy in 2016. At the time of his death, he worked as a steelworker with Amphibious Construction Battalion 1 at Naval Amphibious Base Coronado.Acuna was also found guilty of burglary, possession of firearm by a felon, transporting assault weapon, possession of assault weapon, prohibited person holding or possessing ammunition, and carrying loaded firearm in a vehicle. He was found not guilty of shooting at an inhabited structure, building or aircraft.He's set to be sentenced to life imprisonment without parole on April 10. 1965

  

SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) - In celebration of Dr. Seuss's birthday, and as part of "America Reads," the United Way of San Diego is holding a week-long book drive across San Diego County."Reading to children is the utmost important thing a parent can do," says United Way CEO Nancy Sasaki.The United Way will accept book donations at their office, and also at any SDCCU branch location across the county. They're also teaming up with Warwick's Book Store in La Jolla for donations.The need is most significant among low-income families. The United Way says 61% of low-income families in San Diego don't have any books in their homes for kids. That puts them at a significant disadvantage."If a kid is not at a 3rd-grade reading level by the end of third grade, we know they're four times more likely not to graduate high school on time," says Sasaki. "And if they come from low-income communities, they're six times more likely to fall behind."Studies show that reading to children as few as three times each week helps promote vocabulary and reading proficiency."In many family settings where the parents are working 2 or 3 jobs, and they're crossing paths in the night, and they're barely able to get the food on the table, reading is not so easy to do," Sasaki says.
