BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. Most governments are more anxious to fund cancer or infectious diseases," said Professor Michael Huggness, president of the North American Spine Society."We think we're a bit handicapped by not having the money to pursue the research. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. Maybe the price will come down when our knowledge base increases. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M. Chan, from the Prince of Wales Hospital in Hong Kong."At the same time, we use evidence-based medicine to contain the medical cost in orthopaedics with very stringent monitors from the professions. That involves good-practice models, quality insurance and patient safety. With all these, we expect that the profession will be heading forward to join hands with the government to contain the cost."More than 15,000 surgeons, researchers and business representatives from China and abroad are attending the four-day annual conference to share the latest theories and techniques for curing musculoskeletal diseases as well as related social topics.Founded in 1980, the COA now has more than 30,000 registered members and is the largest sub-society of doctors under the Chinese Medical Association. The conference is the largest medical academic event in China.

NANJING, Jan. 7 (Xinhua) -- Police authorities in China's eastern Jiangsu Province on Sunday intensified their search for the suspect in an armed robbery in the province.Police have increased patrol and initiated a blanket search for the male suspect, who shot and robbed a man in front of a bank in Nanjing, the provincial capital, on Friday, the provincial public security bureau said in a statement.In Nanjing, special armed police and police cars have blocked major roads, with many others searching in public places. Two helicopters are used to facilitate the search.The provincial police authorities also offered a reward of 100,000 yuan (15,850 U.S. dollars) for information leading to the arrest of the man believed to be in his 40s.The suspect shot a man who had just finished withdrawing 200,000 yuan in front of a bank on Nanjing's Dongmen Street at 9:50 a.m. Friday. The robber then took the money and hopped in a car that sped away from the scene of the crime, Pei Jun, deputy chief of the Nanjing public security bureau, said Friday.Pei said the suspect is believed to have used a gun to kill six people and injure another two in six robberies that took place in Changsha, capital of Hunan Province, and Chongqing municipality since 2004.Firearm possession is illegal in China.

HOUSTON, Dec. 13 (Xinhua) -- NASA Johnson Space Center on Tuesday formed a partnership with Texas's largest tech incubator and accelerator, the Houston Technology Center (HTC), to help reach its goals of increasing private and public collaboration.The strategic partnership is aimed at expanding HTC's mission of accelerating the growth of emerging technology companies in the Houston region to support NASA's goals of increasing private and public cooperation, the parties said in news release."We are excited to partner with NASA Johnson Space Center in an effort to foster entrepreneurial opportunities to the transitioning workforce in the Bay Area," said Walter Ulrich, CEO of Houston Technology Center."The combination of NASA's incredible technologies and HTC's powerful entrepreneurial resources presents the potential for immense economic development," he said.HTC is committed to growing a sustainable entrepreneurial network that will benefit the surrounding the space center for years to come including its future missions beyond low earth orbit. HTC will seed the future workforce through its close ties with the major universities and with science, technology, engineering, math programs and objectives, according to the news release.NASA and the Houston Technology Center began their partnership earlier this year when they originally formed plans to open an office to help former contractors near the Johnson Space Center.With the signing of the Space Act Agreement on Tuesday, the two sides move forward with retraining contractors and helping them get new jobs in the Houston area.An estimated 4,000 people are expected to lose their jobs when the space shuttle program is completed.

  

BEIJING, Dec. 16 (Xinhua) -- China issued rules for pilot programs of RMB Qualified Foreign Institutional Investors (RQFII) on Friday, formally giving a green light to investment of overseas RMB funds in mainland securities markets.The move is expected to widen the investment channel of overseas RMB funds and add new momentum to the country's bid to make the RMB an international currency.Hong Kong subsidiaries of fund management companies and securities firms can use RMB funds raised in Hong Kong to invest in mainland securities within a permitted quota, according to the rules jointly released by the China Securities Regulatory Commission (CSRC), the People's Bank of China and the State Administration of Foreign Exchange.The total investment quota of RQFII pilot programs is set at around 20 billion yuan (3.15 billion U.S. dollars), according to the rules.To control risks, qualified investors should invest no less than 80 percent of the RMB funds they raised in fixed-income securities, while investment in stocks and equity funds should account for no more than 20 percent.The CSRC will join other related departments to study the possibility of further expanding the trial program after its launch, said a CSRC official who declined to be identified.The launch of the RQFII will open another significant channel for overseas RMB funds to flow back into the country, said the CSRC official.It will also help diversify investment products for overseas RMB funds and facilitate off-shore RMB business, the official said.The RMB is not fully convertible under the capital account but China has stepped up efforts to make the currency more international over the past few years.The government has encouraged the use of the RMB in cross-border trade and investment settlement and approved foreign direct investment in overseas RMB funds obtained overseas.It also allowed Hong Kong to establish an offshore yuan market and has expanded trade settlement agreements and currency swaps to create more channels for the yuan to circulate outside the mainland.

  

JINAN, Oct. 24 (Xinhua) -- Chinese scientists have made a breakthrough that could lead to more effective treatments for leprosy.A team from Shandong Provincial Institute of Dermatology and Venereology in east China has identified two new risk variants near IL23R and RAB 32 genes that are responsible for the disease, according to a report published online Monday in the scientific journal Nature Genetics.Knowing that the two gene variants influence susceptibility to leprosy could allow doctors to diagnose the disease in sufferers earlier in its outset, as well as to develop new treatments. A genetic database could now be built up to predict those people particularly susceptible to leprosy, said Zhang Furen, the leader of the research team.The study involved more than 10,000 samples being taken from leprosy sufferers and healthy test subjects and analysed.Leprosy is a chronic nerve-killing disease that leads to problems with patients' skin, feet, hands, legs and eyes. More than 200,000 newly-contracted leprosy cases are reported worldwide every year, and China has around one tenth of the world's sufferers.
